Introdução. A Política Nacional de Educação Permanente em Saúde (PNEPS) foi instituída no
ano de 2004 como uma proposta de formação e desenvolvimento de trabalhadores da saúde no
Sistema Único de Saúde (SUS), tendo como pressuposto a aprendizagem no trabalho. Desde o
início de sua implementação, estudos foram realizados analisando as experiências de distintos
Estados e municípios do país. Porém, poucos estudos abordaram as perspectivas dos
trabalhadores sobre os processos de Educação Permanente em Saúde (EPS). Objetivo. analisar
a implementação da EPS na Atenção Básica no município de Fernandópolis na perspectiva de
seus trabalhadores. Percurso Metodológico. pesquisa qualitativa, do tipo estudo de caso.
Foram utilizadas as seguintes técnicas: entrevista não estruturada, com representante da gestão;
rodas de conversa com 26 trabalhadores das equipes de três UBS do município; análise de
documentos da gestão municipal; diário e observação direta. A entrevista e as rodas de conversa
foram gravadas em áudio e transcritas. A análise foi baseada na técnica da análise de conteúdo,
na modalidade temática. Resultados e Discussão. a) A EPS na Atenção Básica do SUS Fernandópolis descrita pelos trabalhadores: ações de EPS foram realizadas em encontros
mensais em cada UBS, com agenda protegida. Os trabalhadores desconheciam a proposta da
EPS; os temas eram definidos previamente pela coordenação; havia pouco diálogo com a
realidade e necessidades locais. A aprendizagem foi pouco significativa. b) Concepções e
expectativas dos trabalhadores sobre EPS: maior parte dos trabalhadores tinha experiências
prévias com processos formativos. Reuniões de equipe e aulas de atualização foram estratégias
de aprendizagem valorizadas e caracterizadas como EP. Expectativa de que, com a EPS,
houvesse escuta de suas necessidades. c) Repercussões da EPS nos processos de trabalho e no
cotidiano: o fortalecimento e “integração da equipe” foi destacado como a principal potência.
O processo contribuiu para ampliar o conhecimento dos participantes para além de seu núcleo
profissional. A ausência de discussão e encaminhamentos para problemas levantados foi uma
das principais críticas ao processo; não havia interlocução e respaldo da gestão municipal.
Considerações Finais. a principal repercussão foi a integração entre os profissionais e o
fortalecimento das equipes; apesar de condição necessária, por si só não garante um trabalho
colaborativo e interprofissional. O estudo revelou um envolvimento frágil da gestão municipal
no processo de implementação da EPS, o que repercutiu tanto na avaliação dos trabalhadores
sobre o processo quanto nas possibilidades de promover mudanças nos processos de trabalho.

The National Policy for Permanent Education in Health (NPPEH) was instituted in 2004 as a proposal for the training and development of health workers in the Unified Health System (SUS), based on learning at work. Since the beginning of its implementation, studies have been carried out analyzing the experiences of different states and municipalities in the country. However, few studies have addressed the perspectives of workers on the processes of Permanent Education in Health (PEH). Goal. to analyze the implementation of PEH in Primary Care in the city of Fernandópolis from the perspective of its workers. Methodological Path. qualitative research, of the case study type. The following techniques were used: unstructured interview, with a management representative; conversation circles with 26 workers from three UBS teams in the municipality; analysis of municipal management documents; diary and direct observation. The interview and conversation circles were audio recorded and transcribed. The analysis was based on the technique of content analysis, in the thematic modality. Results and discussion. a) PEH in Primary Care at SUS-Fernandópolis described by workers: PEH actions were carried out in monthly meetings at each UBS, with a protected agenda. The workers were unaware of the PEH proposal; the themes were previously defined by the coordination; there was little dialogue with local reality and needs. Learning was not significant.b) Workers' conceptions and expectations about PEH: most workers had previous experiences with training processes. Team meetings and refresher classes were valued learning strategies and characterized as PE. Expectation that, with PEH, their needs would be listened to. c) PEH repercussions on work processes and daily life: strengthening and “team integration” was highlighted as the main power. The process contributed to expanding the participants' knowledge beyond their professional core. The absence of discussion and referrals to problems raised was one of the main criticisms of the process; there was no interlocution and support from the municipal management. Final considerations. the main repercussion was the integration between professionals and the strengthening of teams; despite being a necessary condition, by itself it does not guarantee collaborative and interprofessional work. The study revealed a fragile involvement of municipal management in the PEH implementation process, which had repercussions both on workers' assessment of the process and on the possibilities of promoting changes in work processes.
