Resumo
O presente trabalho teve como objetivo geral investigar o processo de produção de
pesquisas desenvolvidas pelos Centros Colaboradores de Alimentação e Nutrição do
Escolar - CECANE. Foi realizado um estudo de caráter exploratório, descritivo e de
natureza qualitativa com base na realização de entrevistas junto ao universo dos
coordenadores gestores do Programa Nacional de Alimentação Escolar e aos
coordenadores de gestão desses Centros, tendo como núcleos direcionadores:
demandas, princípios e definições das linhas de pesquisa do CECANE, papel dos
CECANE no desenvolvimento do PNAE, e desdobramentos das pesquisas
realizadas. Na análise dos resultados, foi observado não existirem princípios e
definições concretas, nem fluxo de demanda delimitado para as linhas de pesquisas.
Evidencia-se o reconhecimento por parte dos CECANE, da sua função de
protagonista e de apoiador na execução da política pública de alimentação do
escolar, de interlocutor entre o FNDE e a gestão municipal e estadual do programa.
As pesquisas realizadas verificam a capacidade de os seus resultados contribuírem
para o aperfeiçoamento normativo do programa, e a aplicação dos seus resultados
no planejamento de atividades do CECANE e da gestão central. Assim, fica patente
a necessidade de uma redefinição por parte da gestão do programa das formas e
das condições para publicação dos resultados das pesquisas. Conclui - se que são
necessárias mais definições em todos os aspectos da execução de pesquisas pelos
CECANE, para que a gestão e os CECANE possam explorar o potencial dos
trabalhos para o desenvolvimento do programa. Como produto do estudo, foi
elaborado um manual de orientação, contendo um fluxo de pesquisas
FNDE/CECANE, a ser entregue ao FNDE
The main objective of this research has been to investigate the process of research production developed by the Collaborators Centers of Food and Nutrition for Students - CECANE. The study conducted was of an explorative, descriptive, and qualitative nature based on interviews with coordinators of management of the National Program of the Food and Nutrition for Students, as well as interviews with coordinators of management on the local level. The nucleous of this research was as follows: Demand, the principles and definition of the direction of research performed by CECANE, the role of CECANE in the development of PNAE, and the spread of the information derived from such research. The analysis of the results of such study does not present any concrete basis or direction, neither does it present any systematic and well difned demand for such line of research. This is evidence that the CECANEs recognize that their role in the execution of Public Politcs of Food and Nutrition for Students is self evident, given its role of linking the state and federal level. Such research also helps to reinforce and elaborate the laws of the National Program, as well as allowing the CECANEs to self organize. In regards to the spread of the results of such research, the need for a more active role on part of the federal government in defining the manner in which the results may be apropriately spread becomes clear. It is thus concluded that all aspects of research performed by the local level, and the distribution of the results therof, need significant improvement. Such improvement may be achieved through the help of the Federal government in redefining how the results of such research may be spread, a process that will certainly aid in ensuring that CECANEs perform their tasks to the maximun potential. As a result of this study, a manual was designed to provide a manual of guidence to the functioning of these centers.
