O papel da política pública na reintegração social de mulheres egressas do sistema carcerário paulista: Um estudo sobre o Programa de Atenção ao Egresso e Família

Resumo
O presente trabalho traz os resultados de uma pesquisa sobre o Programa de Atenção ao Egresso e Família, uma política pública mantida pela Secretaria de Administração Penitenciária desde 2003, no estado de São Paulo. A pesquisa analisa os dados disponibilizados no próprio site da SAP, que diz respeito aos anos de 2019 e 2021, bem como outras políticas de reintegração social oferecidas e materiais voltados para a assistência e suporte de pessoas egressas. Para contribuir na exposição, também trouxe um panorama de contextualização internacional e nacional dos anos de 1970, a fim de explicar sobre o Previdenciarismo Penal e o declínio do ideal ressocializador dos anos de 1990. Trazendo para a discussão uma luz acerca
da luta no cenário nacional, principalmente no estado de São Paulo, entre a agenda voltada para os direitos dos presos e da reintegração social, e o desejo de endurecimento de penas e seus desdobramentos, busco explicitar também as possíveis causas do encarceramento em massa e seus impactos nas políticas de reintegração. Por fim, tracei um paralelo com a questão de gênero e como isso afeta a vida de mulheres durante a vida no sistema carcerário e também na sua vida enquanto egressa. Com essa pesquisa, foi perceptível uma grande lacuna de
informações acerca do Programa de Atenção ao Egresso e Família e, a partir disso, procurei tratar essas ausências enquanto dados tão valiosos quanto os existentes.
The present paper presents research results on the Program for Attention to Egress and Family, a public policy maintained by the Department of Penitentiary Administration since 2003, in the state of São Paulo. The research analyzes the data available on the SAP website, which concerns the years 2019 and 2021, as well as other social reintegration policies offered, and materials aimed at the assistance and support of egressed people. To contribute to the exhibition, it also brought an overview of the international and national context of the 1970s, in order to explain about the Penal Welfarism and the decline of the resocializing ideal of the 1990s. Bringing to the discussion a light on the struggle on the national scene, mainly in the state of São Paulo, between the agenda focused on the rights of prisoners and social reintegration, and the desire to toughen sentences and their privileges, I also seek to explain the possible causes of mass incarceration and its impacts on reintegration policies. Finally, I drew a parallel with the gender issue and how it affects the lives of women during their lives in the prison system and also in their lives as they leave. With this research, a great gap of information about the Care Program for Egress and Family was noticeable and, from that, I tried to treat these absences as data as valuable as the existing ones.
