Previdência social no Brasil: construção política e reformas para supressão de direitos

Abstract

A dissertação tem por objetivo apresentar as contrarreformas desde a Constituinte de 1988 no que se refere a legislação previdenciária tanto em governos de direita quanto de esquerda. Estas por sua vez, suprimiram direitos dos contribuintes, aposentados e pensionistas propiciando ainda mais a desigualdade social.

Social security is a system within social security whose purpose is to guarantee social balance and equality, ensuring social protection for citizens and everyone who needs it. This research analyzes the role of social security in guaranteeing social protection to society and the effects produced by the reforms and mini-reforms carried out since its creation in Brazil, with emphasis on the most recent changes, after the 1988 Constitution, which removed social rights and guarantees from the population. Social security factor, tolls, points rule and minimum age were instruments created by the different reforms in order to restrict access to social security and limit the benefits historically guaranteed by the federal government until then. For this, a bibliographic review was carried out in which it presents the historical chronology of social security in Brazil and in the world, discussing the trajectory of social security as social protection. The conclusion of this research brings a balance of advances and setbacks since the creation of social security in Brazil, through the 1988 Constitution and the most recent reforms until 2019.
