Competências são definidas como a conjunção de conhecimentos, habilidades e atitudes que podem ser mensuradas e desenvolvidas na força de trabalho. A soma das competências individuais potencializada pelas interações sociais constituem as competências organizacionais, cruciais para operacionalizar a estratégia corporativa. Empresas precisam de talentos com o conjunto correto de competências no presente e no futuro para manterem-se competitivas. No entanto, o avanço tecnológico está transformando o mercado de trabalho e, consequentemente, as competências necessárias aos candidatos. Esse fenômeno tem o potencial de criar lacunas de competências entre o que é necessário pelas empresas e aquelas possuídas pela força de trabalho disponível, o que pode reduzir a competitividade das organizações e criar problemas de cunho socioeconômico. Para superar tal situação, estudos anteriores apontaram a integração entre os agentes influenciadores como crucial. Este trabalho visa propor um framework multiorganizacional para desenvolvimento de competências na área de TIC, conduzindo um estudo de caso no Parque Tecnológico de São José dos Campos. A coleta de dados aconteceu por meio de entrevistas semiestruturadas com representantes das empresas ligadas ao APL TIC. O resultado é a proposição de um framework dividido em duas partes, onde a primeira é dedicada a facilitar o processo de planejamento das companhias enquanto o segundo visa aproveitar a sinergia local onde o PqTec desenvolve um papel central no desenvolvimento de competências, aproveitando a sua capacidade de engajar empresas, universidades e entidades governamentais
Competencies are defined as a conjunction of knowledge, skills, and attitudes, that can be measured and developed in the workforce. The sum of individual competencies potentiated through social interactions constitute the organizational competencies, crucial to operationalize the corporate strategy. Organizations needs talents in the present and in the future with the right competency set to remain competitive. However, the technological advancement is transforming the job market and consequently the competencies required for candidates. This phenom has the potential to create a skill gap between what is needed by companies and possessed by talent pool, what can reduce companies’ competitiveness and create socioeconomic issues. To overcome this situation, previous studies points the integration among industry stakeholders as crucial. This work aims to propose a multiorganizational framework for skill development in the ICT field, by conducting a case study in the São José dos Campos Technological Park. Data collection happened through semi-structured interviews with representatives of companies linked to the ICT LPA. The result is a framework proposition divided into two parts. The first one is dedicated to facilitate the planning process by companies for skill development, while the second is a proposition to enjoy local synergy and designate to the park the central role for skill development actions by optimizing its power of engaging companies, universities, and government entities.
