Numa tendência global, a zona costeira brasileira é também local de atração da população e de diversas atividades econômicas. Nesse cenário, pressões socioeconômicas como o acelerado e desordenado processo de urbanização podem impactar a qualidade de vida da população pela ausência de planejamento das atividades antrópicas, comprometendo áreas como o transporte. A viabilidade das atividades econômicas e a mobilidade das pessoas em cidades costeiras demandam infraestrutura de transporte, e, a conexão do continente com a costa se torna uma necessidade fundamental para os municípios. O planejamento urbano convencional tem gerado problemas e as cidades buscam políticas para sustentar a mobilidade urbana por meio de ações voltadas à melhoria e utilizam indicadores para avaliar a evolução de diversos aspectos relacionados à qualidade de vida, mobilidade urbana e qualidade ambiental. Assim, o estudo realizado foi exploratório por proporcionar maior familiaridade com o problema, tornando-o mais explícito por meio de um estudo de caso único na cidade de Santos, que é a cidade litorânea com a mais elevada densidade demográfica do Brasil, com abordagem qualitativa. A pesquisa teve o objetivo avaliar a sustentabilidade da cidade através da verificação das discussões dos assuntos de transporte do município frente à evolução da meta do desenvolvimento sustentável 11.2 para o Objetivo de Desenvolvimento Sustentável 11 – Cidades e Comunidades Sustentáveis. Os dados utilizados foram atas de reuniões da Comissão Municipal de Transportes de Santos (CMTS) para verificar a relação dos assuntos das pautas com a meta 11.2, a correlação com os planos de mobilidade urbana e os desafios da cidade. Na análise do conteúdo foi possível identificar a presença de temas nos documentos envolvendo a meta do ODS 11 e o Plano de Mobilidade de Santos. Os resultados evidenciaram ausência do segmento de transporte de carga nos assuntos, as discussões de transporte não contribuíram para o evolução do desenvolvimento sustentável dos demais ODS, as dimensões ambiental e econômica não foram identificadas, o plano de mobilidade da cidade foi discutido e avaliado pela Comissão e os desafios da cidade para o desenvolvimento sustentável no transporte foram a sazonalidade de cargas e turistas, investimentos, congestionamento pelo aumento da frota de veículos, dimensão ambiental e questões econômicas.
In a global trend, the Brazilian coastal zone is also a place of attraction for the population and for various economic activities. In this scenario, socioeconomic pressures such as the accelerated and disorderly process of urbanization can impact the quality of life of the population due to the lack of planning for human activities, compromising areas such as transportation. The viability of economic activities and the mobility of people in coastal cities demand transport infrastructure, and the connection between the mainland and the coast becomes a fundamental need for municipalities. Conventional urban planning has generated problems and cities seek policies to sustain urban mobility through actions aimed at improvement and use indicators to assess the evolution of various aspects related to quality of life, urban mobility and environmental quality. Thus, the study carried out was exploratory as it provided greater familiarity with the problem, making it more explicit through a single case study in the city of Santos, which is the coastal city with the highest demographic density in Brazil, with a qualitative approach. . The objective of the research was to evaluate the sustainability of the city by verifying the discussions of the city's transport issues in view of the evolution of the sustainable development goal 11.2 to the Sustainable Development Goal 11 – Sustainable Cities and Communities. The data used were minutes of meetings of the Santos Municipal Transport Commission to verify the relationship between the subjects on the agenda and target 11.2, the correlation with urban mobility plans and the city's challenges. In the content analysis, it was possible to identify the presence of themes in the documents involving the goal of SDG 11 and the Santos Mobility Plan. The results showed the absence of the cargo transport segment in the subjects, the transport discussions did not contribute to the evolution of the sustainable development of the other SDGs, the environmental and economic dimensions were not identified, the city's mobility plan was discussed and evaluated by the Commission and the city's challenges for sustainable development in transport were the seasonality of loads and tourists, investments, congestion due to the increase in the vehicle fleet, environmental dimension and economic issues.
