Resumo
Objetivo: O objetivo deste estudo é elaborar o plano de negócio de um produto para
fintech, voltado ao financiamento de inovações em tecnologia assistiva para pessoas
com deficiência visual. Métodos: Foi realizado um levantamento, no “Livro Branco da
Tecnologia Assistiva no Brasil”, sobre os principais desafios enfrentados pelas
pessoas com deficiência visual, em relação ao acesso e ao mercado de TA.
Adicionalmente, foi feita uma pesquisa sobre o potencial de mercado de tecnologia
assistiva. Para isso, foram recolhidos dados em sites internacionais de pesquisas de
mercado; foi realizada uma tabela da Lista de Produtos Prioritários, incluindo apenas
as tecnologias assistivas para uso de pessoas com deficiência visual; e pesquisadas
as formas de financiamento em TA disponíveis no Brasil, através da linha “BB Crédito
Acessibilidade”. Para conhecimento da regulamentação vigente sobre as fintechs,
assim como da dinâmica de funcionamento, foi realizada uma pesquisa bibliográfica
no livro “O fenômeno FinTech: tudo sobre o movimento que está transformando o
mercado financeiro no Brasil e no mundo”, além de uma consulta no site do Banco
Central do Brasil. Por último, foi elaborado o plano de negócio para o serviço proposto
nesse estudo, com base em bibliografia específica sobre plano de negócios.
Resultados: Os resultados apontaram que existem poucas opções de TAs nacionais,
e a maior parte delas tem o preço elevado e baixa qualidade; as TAs importadas têm
um custo elevado de importação e são restritas a uma pequena parcela dessa
população, que detém maior poder aquisitivo; há falta de financiamento a um custo
razoável para aquisição dessas TAs. As pesquisas internacionais de mercado
sinalizaram crescimento no mercado de TA, em geral, incluindo o mercado de TA para
pessoas com deficiência visual, que, segundo projeções, deve atingir o valor global
de $1,364,570 bilhão de dólares, a uma taxa de rendimento anual composta de 6,92%,
considerando o período de 2021 a 2028. A maior parte dos produtos assistivos
prioritários são voltados para pessoas com deficiência visual, e todos eles constam na
lista de itens financiáveis da linha “BB Crédito Acessibilidade”. Desde o ano de 2018,
as fintechs de crédito estão regulamentadas pelo Banco Central do Brasil. O plano de
negócios indicou que, mediante a regulamentação das fintechs de crédito, é possível
captar recursos para empréstimo a um custo razoável e oferecê-lo com orientação a
empreendedores em condições acessíveis. Conclusões: A escassez no mercado e

no acesso à tecnologia assistiva no Brasil formam um cenário crítico para essa
população, que depende desses recursos e, mais do que isso, tem a garantia legal do
acesso a eles. O plano de negócios elaborado nesse estudo demonstrou que a
regulamentação das fintechs permite que sejam realizados empréstimos a um custo
acessível, uma vez que esse recurso pode ser captado no mercado a um valor
razoável. Segue modelo de crédito com orientação para desenvolvimento de TA
voltada a pessoas com deficiência visual, baseado nos modelos praticados pelo
Grameen Bank e pelo Banco Pérola®, instituições de grande referência neste
segmento. Estudos futuros devem indicar se é possível que esse modelo seja
sustentável e passível de ser escalado, de modo que possa penetrar em todas as
regiões do nosso país.
Objectives: This study aims to elaborate the business plan of a fintech product focused on financing innovations in assistive technology for people with visual impairment. Methods: A survey was conducted at the “Livro Branco da Tecnologia Assistiva no Brasil” about the main challenges faced by people with visual impairment regarding access and the AT market. Additionally, a survey was carried out about the market potential for assistive technology. For this, data were collected from international market research websites; a table of the List of Priority Products was made, including only the assistive technologies for use by people with visual impairment; and researched the forms of financing in AT available in Brazil through the “BB Crédito Acessibilidade” line. A bibliographical survey was conducted in the book “O fenômeno Fintech: tudo sobre o movimento que está transformando o mercado financeiro no Brasil e no mundo”, in addition to a consultation on the website of the Central Bank of Brazil to learn about the current regulations concerning fintech, and their operating dynamics, Finally, the business plan for the service proposed in this study was prepared, based on specific bibliography about business plans. Results: The results pointed out that there are few options for national ATs, and most of them have a high price and low quality; imported ATs have a high importation cost and are restricted to a small portion of this population, which has greater purchasing power; there is a lack of financing at a reasonable price for the acquisition of these ATs. International market research has signaled growth in the AT market, including the AT market for people with visual impairment, which is projected to reach the global value of $1,364.57 million, at a compound annual return rate of 6.92%, considering the period from 2021 to 2028. Most of the priority assistive products are aimed at people with visual impairments, and all are on the list of bankable items of the “BB Crédito Acessibilidade” line. Since 2018, credit fintech has been regulated by the Central Bank of Brazil. The business plan indicated that, through the regulation of credit fintech, it is possible to raise funds for loans at a reasonable cost and offer guidance to entrepreneurs on accessible terms. Conclusions: The scarcity in the market and the access to assistive technology in Brazil form a critical scenario for this population, which depends on these resources and, more than that, has the legal guarantee of access to them. The business plan prepared in this study showed that the regulation of fintechs allows for loans at an accessible cost since this resource may be raised in the market at a reasonable value. It follows the credit model with guidance for the development of AT aimed at people with visual impairment, based on the models practiced by the Grameen Bank and Banco Pérola®, institutions of great reference in this segment. Future studies should indicate whether this model is sustainable and scalable to penetrate all regions of our country.
