Resumo
Este trabalho abordou a temática da participação popular no contexto do Conselho Popular de
Saúde de Diadema/SP, nascido de pressões populares e que se tornou uma vivência específica
de controle social criada localmente na tentativa de ser um canal de participação popular na
vida político-administrativa daquele município. O enfoque escolhido é o do território usado,
da obra de Milton Santos, na tentativa de, ao olhar para o caso específico, considerar a
totalidade envolvida. O objetivo da pesquisa foi cartografar a participação popular a partir do
conselho popular de saúde municipal. Trata-se de um estudo qualitativo e cartográfico com
capacidade e intencionalidade interventora, cuja produção de dados foi realizada por meio de
observação participante de reuniões do conselho, diários de campo, entrevistas com roteiro
semiestruturado e análise documental de regimento, lei e atas de reunião. A cartografia
realizada foi capaz de revelar práticas e aspectos da atuação dos conselheiros, incluindo suas
aspirações e valores e suas relações com a população, com os trabalhadores de saúde e com a
gestão, apontando um caminho para a participação popular que coloca o controle social como
parte, necessitando de outros elementos para alcançar e exercer a totalidade da participação.
The present research addressed the thematic of the community participation, trough the cartography of the Conselho Popular de Saúde de Diadema (Diadema`s Health Community Council), born of the community struggle of that city becoming an specific form of social control created locally in the attempt of becoming a channel of community participation on the political and administrative life of that city. The chosen focus is the one of the territory, seen on Milton Santos`s body of work, on the attempts of, through the specifics, getting in touch of the totality. The objective of the research was to map the participation in the council. This is a qualitative and cartographic study with interventionist capacity and intention, whose data production was carried out through participant observation of council meetings, field diaries, interviews with semi-structured script and documental analysis of regulations, laws and meeting minutes. The cartography carried out was able to reveal practices and aspects of the counselors' performance, including their aspirations and values and their relations with the population, health workers and municipal management, pointing out a path for community participation that places social control as part of it, needing other elements to achieve and exercise the participation in its totality.
