A adolescência em pauta na construção de políticas educacionais: a reforma do "novo" ensino médio

Em constante processo de idas e voltas, o ensino médio brasileiro teve uma nova reforma
em 2017. Em comum a quase todas as reformas de ensino médio, está o frequente
esquecimento das questões envolvendo o adolescente no contexto escolar. Na atual
reforma de 2017, foram propostas alterações significativas no currículo, incentivadas por
setores privados da sociedade e por uma visão de adequação ao adolescente a um mercado
de trabalho precário. Por outro lado, consolidam-se as pesquisas sobre adolescência no
contexto escolar. Neste contexto, esta pesquisa tem por objetivo principal dar destaque às
questões adolescentes envolvidas no ensino médio brasileiro. Para atingirmos este
objetivo, nossa pergunta de investigação é: como (ou se), o adolescente aparece em
documentos oficiais relacionados a este novo ensino médio e em publicações recentes de
pesquisadores da área sobre o tema, levando em consideração a literatura acerca de
adolescência no contexto escolar? Para respondermos à nossa pergunta, buscamos fazer
uma pesquisa documental em publicações referentes à reforma e uma pesquisa
bibliográfica acerca de como o adolescente aparece nas publicações acadêmicas sobre o
novo ensino médio. Os nossos resultados apontam para um avanço ainda incipiente da
discussão das questões de adolescência nas pesquisas educacionais referentes à reforma
do ensino médio, enquanto nos documentos oficiais os temas são omitidos ou, ainda mais
grave, aparecem deturpados em relação aos que os referenciais sobre adolescência e
escola defendem. Esperamos contribuir com o entendimento da importância de se
tomarem decisões que considerem a adolescência também nas políticas educacionais
relacionadas ao ensino médio.
In a constant process of backandforth, Brazilian high school education underwent a new reform in 2017. Common to almost all of these reforms is the frequent disregard for issues involving adolescents in the school context. The current reform of high school education proposed significant changes to the curriculum, encouraged by private sectors of society and a vision of aligning adolescents with a precarious job market. On the other hand, research on adolescence in the school context is being consolidated. In this context, the main objective of this research is to highlight adolescent issues within the complexity involved in Brazilian high school education. To achieve this objective, our research question is: how (or if) do adolescents appear in official documents related to this new high school education and in recent publications by researchers in the field, taking into consideration the literature on adolescence in the school context? To answer our question, we conducted a documentary research on documents related to the reform and a bibliographic research on how adolescents are portrayed in academic publications about the new high school education. Our results point to a still incipient advancement in the discussion of adolescent issues in educational research regarding the reform of high school education, while in official documents, these topics are either omitted or, even more seriously, distorted compared to the references on adolescence and school. We hope to contribute to the understanding of the importance of making decisions that consider the adolescent phase, as well as the impact of educational policies on the decisions made by students.
