Infraestruturas, Pandemia e Sociedade: efeitos da covid-19 no setor elétrico brasileiro

Resumo
A pesquisa tem como temática a relação entre a pandemia da covid-19 e o Setor Elétrico Brasileiro. O objetivo geral é analisar como a redução da demanda por energia ao longo da pandemia fez com que processos sociotécnicos da infraestrutura elétrica fossem afetados e como colocaram determinadas práticas e perspectivas políticas acerca da eletricidade em evidência. Momentos de crise no setor elétrico contribuíram para sua reestruturação no passado e, agora, a crise de natureza epidemiológica colocou novos problemas para sua operação. Ao longo da pesquisa foi possível observar como as infraestruturas elétricas são constituídas por relações complexas entre objetos físicos, informacionais, meio ambiente e formas de organização política e social que perpassam desenvolvedores e usuários. A partir de uma perspectiva dos Estudos Sociais de Ciência e Tecnologia (ESCT), segui as redes que ligam vírus, política e artefatos informacionais da operação elétrica. Para isso, realizei trabalho de campo em reuniões de planejamento do Operador Nacional do Sistema (ONS) e analisei documentos institucionais do setor elétrico. Com base no trabalho de campo e na teoria ESCT, foi possível discutir como momentos de crise proliferam imaginários de futuros energéticos possíveis.
The theme of the dissertation is the relationship between the covid-19 pandemic and the Brazilian Electricity Sector. The main goal is to analyze how the reduction in the electric demand during the pandemic affected sociotechnical processes of the electrical infrastructure and put specific political practices and perspectives into evidence. Moments of crisis in the electricity sector generated transformations in the past, and now the epidemiological crises pose new problems for the electric operation. During the research, we could observe how infrastructures are made up of complex relations among physical and informational objects, environment, and political and social forms of organization through developers and users. From a Science and Technology Studies (STS) perspective, we followed the networks that connect viruses, politics, and information artifacts. The methodological approach was based on field research in the electricity sector, carried out in the National System’s Operator planning meetings and archival research in the institutional archives of the electricity sector. From the perspective of STS and grounded in the fieldwork findings, we discuss how crises proliferate imaginaries of possible energy futures.
