Resumo
Diante do cenário energético mundial, a indústria de petróleo tem sido demandada a entregar resultados cada vez mais eficientes e seguros, muito atrelados a requisitos de segurança das operações e de integridade dos ativos das instalações. A gestão da integridade desses ativos se baseia na aplicação de ferramentas de controle de qualidade, com o objetivo de prevenir falhas e erros que possam comprometer as metas de produção ou a segurança dos trabalhadores. As condições ideais de segurança do trabalho se baseiam em seguir e adequar as condições de trabalho às normas técnicas e regulamentadoras do MTE (Ministério do Trabalho e do Emprego) que regem essa disciplina, além de manter viva e ativa essa cultura de segurança entre os trabalhadores, através de projetos e ações que estabeleçam as diretrizes de atuação dos operadores no local de trabalho. A partir deste contexto, este projeto propôs a realização de uma avaliação dos riscos físicos, químicos, ergonômicos e de acidentes associados à atividade de produção de hidrocarbonetos dos em uma plataforma flutuante de armazenamento offshore. A metodologia científica utilizada para o desenvolvimento deste trabalho foi o levantamento bibliográfico do estado da arte referente aos riscos associados a produção de hidrocarbonetos em uma plataforma FPSO e aplicação de um método de apoio à decisão, que neste caso foi a Análise Preliminar de Risco (APR). Para apresentar esses aspectos, foi elaborada um quadro com situações de risco e as características relacionadas a esses, além de apresentar políticas adotadas no mercado como boas-práticas na aplicação de medidas de saúde e segurança. O principal enfoque foi nos aspectos técnicos dos riscos associados às atividades laborais, primeiramente, dos operadores e dos tripulantes, e da proposição de medidas mitigadoras que possam aumentar a segurança das operações realizadas nesse ambiente offshore. Ao final, espera-se que este trabalho possa contribuir com o entendimento da importância de uma avaliação de risco bem executada e demonstrar como ela pode ser abordada. Como trabalhos futuros, planeja-se buscar mais riscos que estejam associados a produção de petróleo que porventura não foram abordados neste trabalho.
Faced with the global energy scenario, the oil industry has been required to deliver increasingly efficient and safe results, closely linked to operational safety requirements and the integrity of facilities assets. The management of the integrity of these assets is based on the application of quality control tools, with the aim of preventing failures and errors that could compromise production goals or the safety of workers. The ideal conditions for safety at work are based on following and adapting working conditions to the technical and regulatory standards of the MTE (Ministry of Labor and Employment) that govern this discipline, in addition to keeping this culture of safety alive and active among workers. , through projects and actions that establish guidelines for operators to act in the workplace. From this context, this project proposed to carry out an assessment of the physical, chemical, ergonomic and accident risks associated with the activity of producing hydrocarbons on a floating offshore storage platform. The scientific methodology used for the development of this work was the bibliographic survey of the state of the art regarding the risks associated with the production of hydrocarbons in an FPSO platform and application of a decision support method, which in this case was the Preliminary Risk Analysis (APR). In order to present these aspects, a table was created with risk situations and the characteristics related to them, in addition to presenting policies adopted in the market as good practices in the application of health and safety measures. The main focus was on the technical aspects of the risks associated with work activities, primarily for operators and crew, and on the proposition of mitigating measures that can increase the safety of operations carried out in this offshore environment. In the end, it is hoped that this work can contribute to the understanding of the importance of a well-executed risk assessment and demonstrate how it can be approached. As future work, it is planned to look for more risks that are associated with oil production that perhaps were not addressed in this work.
