Resumo
O comércio internacional contemporâneo teve como base fundacional o Acordo Geral GATT e sua sucessora a OMC, que tinham como objetivo liberalizar o comércio internacional através de acordos compreensivos sobre uma diversidade de temas, como bens e serviços. Entretanto, nos últimos trinta anos é possível notar um aumento significativo na quantidade de acordos assinados de forma bilateral e regional, em detrimento de temas regulamentados pela OMC. Neste estudo serão analisados os textos fundacionais do GATT, da OMC e dos principais acordos comerciais firmados na Ásia nas últimas décadas, a fim de entender a formação e evolução do comércio internacional através dos temas regulamentados, objetivos e alcance. A pesquisa busca compreender a proliferação do número de acordos regionais da Ásia e o escopo principal dos mega acordos regionais, a partir de bibliografias sobre os mesmos. O estudo examina e compara as variáveis analisadas entre a OMC e os acordos regionais e aponta que a evolução dos temas tratados nos acordos asiáticos, como e-commerce, acontece em paralelo às dificuldades intrínsecas da OMC em conseguir ampliar o escopo da organização.
International trade had as its founding base the General Agreement on Tariffs and Trade (GATT) and its successor, the World Trade Organization (WTO). Their objective was to liberalize international trade through comprehensive agreements covering a variety of topics such as goods and services. However, over the last thirty years, there has been a significant increase in the number of agreements signed bilaterally and regionally, sidelining issues regulated by the WTO. This study will analyze the foundational texts of GATT, WTO, and the major trade agreements in Asia in recent decades to understand the formation and evolution of international trade through regulated topics, objectives, and scope. The research aims to comprehend the proliferation of regional agreements in Asia and the main scope of mega-regional agreements, based on comprehensive literature on the subject. The study seeks to understand the proliferation of the number of regional agreements in Asia and the main scope of regional mega agreements, based on bibliographies about them. The study examines and compares the variables analyzed between the WTO and regional agreements and points out that the evolution of topics covered in Asian agreements, such as e-commerce, occurs in parallel with the WTO's intrinsic difficulties in being able to expand the scope of the organization.
