Os Programas de Transferência de Renda Condicionada e Segurança Alimentar e Nutricional nas Filipinas

Resumo
Este estudo de caso busca analisar e comparar os programas de Segurança Alimentar e Nutricional e Transferência de Renda Condicionada para as Filipinas, por meio da leitura de documentos oficiais e artigos acadêmicos. Nosso objetivo é compreender, para além de seu funcionamento e resultados, os elementos internacionais envolvidos no processo, analisando de perto a cooperação internacional, processo de difusão internacional de políticas, bem como identificar os mecanismos causais presentes, as organizações internacionais e outros atores envolvidos no processo. O caso das Filipinas possui uma série de elementos interessantes, incluindo o terceiro maior programa de transferência de renda condicionada do mundo e uma extensa quantidade de atores envolvidos em processo de cooperação. Destacamos o Brasil como grande influenciador das políticas e este caso nos ajudará a ilustrar e compreender seu papel de protagonista no sistema internacional, como modelo para políticas sociais. Existem diferenças significativas nos resultados de programas analisados, uma vez que o combate à pobreza resultou em um programa a nível nacional, o Pantawid Pamilyang Pilipino Program, os esforços para combater a fome, por outro lado, consolidaram em um plano nacional composto por 12 programas diferentes. Dentre estes foram selecionados três para análise: Partnership Against Poverty and Hunger, School-Based Feeding Program e Food Stample Sufficiency Program. Apesar destas diferenças marcantes também identificamos semelhanças como a presença da cooperação técnica e empréstimos por organismos internacionais. Ao fim, fica clara a importância da cooperação tanto com organizações internacionais, quanto cooperação sul-sul com países latino-americanos, além da relevância desses programas no combate à pobreza e a fome.
This case study seeks to analyze and compare the Food and Nutrition Security and Conditional Cash Transfer Programs to the Philippines, through official documents and academic articles. Our objective is to understand, in addition to the program operation and results, the international elements involved in the process, closely analyzing international cooperation, international policy diffusion, as well as identifying the mechanisms present, international organizations and other actors involved in the process. The Philippines case had a number of interesting elements, including the third largest conditional cash transfer program in the world and a large number of actors involved in the cooperation process. We highlight Brazil as a major policy influencer and this case will help us to illustrate and understand its role as a protagonist in the international system, as a model for social policies. There are significant differences in the results of the implemented programs, since the fight against poverty resulted in a national program, the Pantawid Pamilyang Pilipino Program, efforts to fight hunger in the other hand, were consolidated in a national plan composed of 12 different programs. Among these, three were selected for analysis: Partnership Against Poverty and Hunger, School-Based Feeding Program and Food Stample Sufficiency Program. Despite these striking differences, we also identified similarities as the presence of technical cooperation and loans by international organizations. In the end, the importance of cooperation with both international organizations and south-south cooperation with Latin American countries becomes clear in addition to the relevance of these programs in the fight against poverty and hunger.
