Offset are the result of compensation agreements for programs of to update, modernize and new aircraft acquisition by the Brazilian Air Force (FAB). At the same time, the results promoted by the Offset have been questioned by ability to achieve its objectives. Given this scenario, this dissertation analyzes the TT process, in order to contribute to the identification of opportunities for improvement in this process, delimiting the scope of the research to the aerospace sector, especially to the FAB acquisitions. Initially, the main factors that affect the Absorptive Capacity were identified, since it demonstrates characteristics related to Technological Capacity, a capacity that comes from TT processes. Such factors constitute the basis for the development of the questionnaire applied to the participants of the TT processes and to the specialist professionals in the Offset area, in order to assess their perception regarding the importance of the factors for the success of a TT and which factors have been more applied in practice. The survey was carried out between the months of July and August 2019. The results obtained show the existence of considerable discrepancies between the level of importance and the level of application of these factors. Thus, this work allowed the identification of the factors that affect TT through Offset, identifying those factors that have the greatest potential for improvement.
