SIAFI is the lead source of budget execution and information in the public sphere. The Department of Ophthalmology and Visual Sciences / UNIFES / EPM, has the condition of autarchy, which provides the status of autonomy in its budget execution, in this work, it is possible to glimpse the standard adopted in the budget division, as its has being monitoring and controling of budget execution within that IFE, how to improve information concerning the budget execution to the managers of this department. Through a questionnaire in which the officers of this Department talk about the implementation difficulties relating to implementation and how to improve them in order to optimize the credit and resources used, finish the research with spreadsheet proposals to identify precisely the information necessary for a satisfactory development in monitor the budget execution.

As a result, there is a lack of storage space, formatting and standardization of information. The loss of documents and the slow progress of cases considerably affects the constitutional principle of efficiency of public administration. The high costs in paper use and environmental degradation are also factors that impact the economy and sustainability. This study aims to develop a proposal for a computerized system to improve the quality, flexibility, practicality, safety, communication, access, storage and organization of information between departments, favoring a functional virtual environment and thus significantly reduce document printing. Thus, in order to develop the proposal was designed a prototype based on analysis techniques and systems development, as well as documentary studies of successful systems already successfully deployed in other public institutions.

Paulo (Brazil), in the early 80s is analysed. The relevant data were collected from the minutes of the meetings of the Comissão Interinstitutional de Saúde (Interinstitucional Health Commitee). The data collected show the most frequent subjects discussed by the members at the meetings, the number of members related to each of the different government levels, in addition to the kind of resolutions taken at the meetings. The data analysis has demonstrated that important changes took place in public health management in the State of S. Paulo in the decade in question. The shared management process was replaced by one in which government powers were clearly divided a towards the end of the 80s. Those changes have led the public health members from each level of governmental administration to give up the common goals and the shared negociations among them.
