Resumo
Desde a segunda metade do século XX, o cenário internacional vem sendo pautado pela
maior interação econômica entre os atores. Tal movimentação é evidenciada tanto nos
constantes e crescentes acordos comerciais entre nações, quanto na presença em quase
todas as nações de corporações transacionais públicas ou privadas. Em ambos os casos,
as transações financeiras internacionais atuam de forma a contribuir com a manutenção
da divisão do trabalho e ordenamento geopolítico do sistema internacional. Neste
contexto, a aplicação de embargos econômicos constitui uma eficaz ferramenta para que
um estado ou grupo de estados possa proibir outro ator de realizar atividades comerciais,
como importações e exportações. Criadas com o objetivo de descentralização do sistema
financeiro e monetário internacional, as criptomoedas surgem como alternativa para que
países embargados possam conduzir seus acordos e negociações comerciais com o resto
do mundo. O objetivo desta pesquisa é a análise da eficácia do uso de criptomoedas para
transações financeiras internacionais realizadas por economias embargadas, dando
enfoque ao caso da Rússia, importante exportadora de matéria prima e insumos
energéticos para todo o sistema internacional que sofreu recentemente graves e incisivas
sanções internacionais por parte das principais economias ocidentais após a escalada dos
conflitos com a Ucrânia e a invasão deste país em fevereiro de 2022.
Since the second half of the 20th century, the international scenario has been guided by greater economic interaction between actors. This movement is evident both in constant and growing trade agreements between nations, as well as the presence in almost all nations of public or private transactional corporations. In both cases, international financial transactions act in a way that contributes to the maintenance of the division of labor and geopolitical ordering of the international system. In this context, the application of economic embargoes constitutes an effective tool for a state or group of states may prohibit another actor from carrying out commercial activities, such as imports and exports. Created with the aim of decentralizing the system international financial and monetary, cryptocurrencies emerge as an alternative for embargoed countries can conduct their trade agreements and negotiations with the rest of the world. The objective of this research is to analyze the effectiveness of using cryptocurrencies to international financial transactions carried out by embargoed economies, giving focus on the case of Russia, an important exporter of raw materials and inputs energy sources for the entire international system, which has recently suffered serious and incisive international sanctions by the main Western economies following the escalation of conflicts with Ukraine and the invasion of this country in February 2022.
