Indicadores de sustentabilidade em instituições de ensino superior brasileiras certificadas pela NBR ISO 14001

Resumo
Nas últimas décadas um número crescente de instituições de ensino superior (IES)
têm se empenhado em incorporar e institucionalizar a sustentabilidade, buscando
cumprir e demonstrar seu papel na transição da sociedade para estilos de vida mais
sustentáveis. Algumas o fazem implementando um sistema de gestão ambiental
(SGA) utilizando os requisitos da norma ISO 14.001. No Brasil, as principais
experiências relacionadas à SGAs em IES são consideradas como iniciativas
isoladas. Nesse contexto, o objetivo deste trabalho é caracterizar os indicadores de
sustentabilidade utilizados pelas instituições de ensino superior certificadas com a
NBR ISO 14.001 para o monitoramento do desempenho de seus sistemas de gestão
ambiental. Esta pesquisa é caracterizada como descritiva e exploratória, cuja
metodologia consiste em um levantamento bibliográfico em publicações científicas,
pesquisando-se: livros, dissertações e teses em bases indexadas digitais. O
percurso metodológico seguiu com a identificação das instituições de ensino
superior certificadas no Brasil, a caracterização dos indicadores de sustentabilidade
utilizados por estas instituições, pesquisa documental e análise destes indicadores.
Os resultados da pesquisa concluíram que as 3 IES certificadas no Brasil utilizaram
indicadores de sustentabilidade para monitoramento de seus sistemas de gestão
ambiental, mais voltados ao desempenho ambiental e monitoramento de processos,
sendo que apenas uma os publicava por meio de relatórios de sustentabilidade. A
implementação de SGAs contribuiu para a melhoria do desempenho ambiental em
todas as universidades. Contudo, seria importante reportar indicadores voltados ao
monitoramento do desempenho em 3 áreas mais relacionadas à educação: campus,
currículo e comunidade. Com relação às normas do setor educacional de ensino
superior foram registradas: NBR ISO 14001 (meio ambiente), NBR ISO/IEC 17025
(Requisitos gerais para a competência de laboratórios de ensaio e calibração),
ISO/IEC 17065 (Avaliação da conformidade - Requisitos para organismos de
certificação de produtos, processos e serviços) e a certificação do "UI Green Metric".
In recent decades a growing number of higher education institutions (HEIs) have been striving to incorporate and institutionalize sustainability, seeking to fulfill and demonstrate their role in society's transition to more sustainable lifestyles. Some do so by implementing an environmental management system (EMS) using the requirements of the ISO 14.001 standard. In Brazil, the main experiences related to EMS in HEIs are considered isolated initiatives. In this context, the objective of this work is to characterize the sustainability indicators used by higher education institutions certified with NBR ISO 14,001 for monitoring the performance of their environmental management systems. This research is characterized as descriptive and exploratory, whose methodology consists of a bibliographic survey in scientific publications, searching: books, dissertations and theses in digital indexed databases. The methodological path followed with the identification of certified higher education institutions in Brazil, the characterization of the sustainability indicators used by these institutions, documentary research and analysis of these indicators. The results of the research concluded that the 3 certified HEIs in Brazil used sustainability indicators to monitor their environmental management systems, more focused on environmental performance and process monitoring, and only one of them published them through sustainability reports. The implementation of EMSs contributed to the improvement of environmental performance in all universities. However, it would be important to report indicators for monitoring performance in 3 areas more related to education: campus, curriculum and community. With regard to standards in the higher education educational sector, the following were recorded: NBR ISO 14001 (environment), NBR ISO/IEC 17025 (General requirements for the competence of testing and calibration laboratories), ISO/IEC 17065 (Conformity assessment - Requirements for certification bodies for products, processes and services) and the "UI Green Metric" certification.
