To answer these questions, it was necessary to resort to the aid of Human Sciences mainly the authors who study social institutions. These authors based their theories on Positivistic sociology, on sociological phenomenology and on the precepts of the French institutionalism movement. Following their lines of thought, this paper is intended to further understand the concept of institution and institutionalization present in those social schools. Based on the theoretical framework which encourages this text, the authors suggest some special attention be placed on actions that support the movement for health evaluation institutionalization.
- ItemAcesso aberto (Open Access)A ditadura no gatilho: reflexões sobre a violência policial militar(Universidade Federal de São Paulo (UNIFESP), 2015-08-27) Burato, Jose Antonio [UNIFESP]; Branco, Marcello Simao [UNIFESP]; Universidade Federal de São Paulo (UNIFESP)Based on the Louis Althusser theory of ideology and the principles of institutionalization of behaviors, this task aims to reflect about the causes of the violence from the military police in Brazil and the consequences to society, aiming to formulate possible proposals for the containment or reduction of this violence, adapting the national public security system to the democratic rule of Brazilian law. Therefore, we will study the military dictatorship in Brazil (1964-1985), since we believe to be the historical origin of this current characteristic of the brazilian police violence; We discuss the formation of the Military Police of São Paulo which for us will be reference to the other brazilian military police (other states); and we will check the context in which it occurred the process of democratic transition in the country, to understand the reasons of constitutional maintenance of this undemocratic framework that is the public security system in Brazil.
- ItemAcesso aberto (Open Access)O processo de institucionalização da participação na Câmara Municipal de São Paulo: uma análise das audiências públicas do orçamento (1990-2010)(Fundação Getulio Vargas, 2013-08-01) Brelaz, Gabriela de [UNIFESP]; Alves, Mário Aquino; Universidade Federal de São Paulo (UNIFESP); Fundação Getulio Vargas EAESPThis article discusses the process of institutionalization of civil society participation in the City House of São Paulo (CHSP) in budget public hearings from 1990 to 2010 under the gaze of institutionalism in organization theory, stressing microfoundations and cognitive and cultural explanations. Autopoietic systems are identified: legislative power, executive power, civil society and bureaucracy of CHSP and regulative, normative and cultural-cognitive variables in the process. We conclude that, despite institutionalized, the participation in the CHSP encounters normative and cultural-cognitive limitations that shape participation in accordance with existing standards of conduct in the interaction between parliament members and society, sedimenting budgetary clientelism.
