Foi realizada análise qualitativa de 86 atos normativos aprovados pela Câmara Municipal entre 1985 e 2021. O resultado demonstrou que para o desenvolvimento da malha cicloviária de Santos foi necessária a aprovação de: comissões especiais de vereadores temáticas; diretrizes orçamentárias que destinem percentuais do orçamento a implementação e manutenção de ciclovias; convênios públicos; planos plurianuais e diretores que versem sobre sistemas cicloviários; planos municipais e regionais específicos sobre mobilidade urbana e assuntos cicloviários e leis específicas para construção, manutenção e regulação das ciclovias. Uma particularidade encontrada na gestão pública de Santos foi a criação da Comissão Municipal de Assuntos Cicloviários “Cláudio Clarindo” como uma forma de aproximar a sociedade civil e o poder público na gestão e fiscalização do sistema cicloviário da cidade.

The Database Contains Speed Measures Of Parts From The Same Road Or Avenue, Available By Companhia De Engenharia E Tráfego (Cet), The Public Agency Responsible Of The Management, Operation And Supervision Of The Road System Of São Paulo. The Exercise Intends To Analyze The Impact Of This Policy In The Average Speed Of Vehicles Which Use Routes But Do Not Uses The Bus Lane. We Find That The Average Effect The Bus Lane Policy Is An Increase From 0% To +4.55% In The Vehicles" Speed. The Bus Lane Policy Combined With The Reduction Of The Speed Limit Results In A Variation From - 2.91% To 0% In The Average Speed. The Study Also Finds That The Effect Is Not Homogeneous In The City, Ranging From 0% To 15.0% Depending On The Region Of The City And According To The Period Of The Day When

Methods: The research demanded campus tours for the identification of establishments that generate greater people flux, data collection related to the operation and situation of public tours, including floors and curbs, amount and location of trees, poles, newsstands, cab stand, bus stops and also the tagging of conflicting flow points, especially those located in crossings of adresses.In parallel, bibliographic and legislative studies about accessibility, documental and photographic search about the area where ophthalmic services of UNIFESP are located, São Paulo Campus (SP), followed by data systematization and analyses. From this, the architectural studies of accessibility related to public tours were made, approaching physical barriers, constructive solutions, visual communication, sound and tactile signaling. Results: Studies have shown the presence of obstacles in the public tours, due to inappropriate location or excessive amount of appliances as garbage collectors, edges of tree beds and poles (metallic and made of concrete); the lack of standardization of floors, the poor conservation of these floors, appliances and facilities, with the risk of accidents involving users; and the lack of sound and tactile signaling. Conclusion: To assist the accessibility assumptions, bearing in mind the concept of a city that can be enjoyed by everyone, the necessities of accessibility of these areas users and also the current legislation, it is proposed the requalification of the public tours with the standardization of floor coatings, and the definition of affordable pathways, through the facility of tactile floor and appropriate signaling, the removal of obstacles and the restructuring of facilities, appliances and external furnish, providing an underground gallery of utilities to shelter the wiring and pipe of energy provider, water, gas, telephony and cables of the traffic light infrastructure. Through the submitted proposal about the stretch of São Paulo Campus, it can be expanded to other squares, having in mind a continuity perspective, or serve as an example to others approaches in this study area.
