We established the 1970s as the main time period of this case study, when the Caixa Estadual de Casas para o Povo (CECAP), a housing agency of the São Paulo Government, built housing complexes all over the state and participated in an agreement with the Instituto de Pesquisas Tecnológicas (IPT) which was working on building materials standards for housing with the US State Department. In the same period, the International Basic Economy Corporation (IBEC), a company headed by Rodman Clark Rockefeller, undertook its first housing project in an area of the São José dos Campos city, in the Paraíba Paulista Valley. We investigate how was established such a policy of these two agencies, how they were organized, how they act in the territory and their connections. This thesis discusses the housing actions of these two agencies - CECAP and IBEC – and that both were intended for the working class but contribute to the real estate market of the São Paulo’s middle class, during the civil-military dictatorship. In this way, we study the trajectory of the São Paulo housing policy that can be understood by the transnational perspective.
