    The Coping And Evaluation Of Quality For The Care Of People With Chronic Non-Communicable Diseases Constitutes A Challenge For Nursing Care. The Objective Of This Research Was To Evaluate And Compare The Access And Quality Of Basic Care To People With Hypertension And Diabetes Mellitus With The Analysis Of Secondary Data Of The 2nd Cycle Of The Program Of Improvement Of Access And Quality - Pmaq Of The Five Federative Regions Of Brazil. The Triad Of Donabedian, Related To Independent Variables Of Process Structure And Results Of Basic Health Care, Was Identified As The Theoretical Reference, Identifying Patterns Of Pmaq. The Analysis Was Performed Using The Homogeneity Of Proportions Test Based On The Pearson Chi-Square Test Or Fisher's Exact Test. The User Satisfaction Variable Used To Obtain The Dichotomous Outcome Variable Was The Cluster Analysis. Multiple Logistic Regression Models Were Constructed For The Five Regions Of Brazil.
