In this context, this research studied an area in the region of Paranapiacaba, municipality of Santo André - SP. The object of study comprises part of the Serra do Mar State Park and its buffer zone, represented by private areas. The region is known for trails and waterfalls that attract numerous visitors, who carry out such activities in an irregular manner, since these natural attractions are not recognized by any organization, thus generating social and environmental conflicts between social actors - public, private and society. The objective of the research was to analyze the socio-environmental management of the Paranapiacaba region, considering the public (state and municipal) and private spheres, besides characterizing, discussing and proposing new actions of integrated environmental management to promote environmental conservation. The main methodological procedures were: bibliographic and documentary research; application of interviews to social actors; the technical visit to the area; and SWOT (Forces, Opportunities, Weaknesses, Threats) analysis. The results indicate that administrative changes in public bodies bring different management priorities, as well as the demand for financial and human resources that change with each government. In addition, only decrees, laws and supervision are not sufficient to solve this socio-environmental conflict, so this study assumes that the way is to turn the conflict into opportunities with proposals that involve environmental services, as carbon sequestration and ecotourism.
