- ItemAcesso aberto (Open Access)O secretário executivo e sua importância no serviço público: guia de boas práticas(Universidade Federal de São Paulo (UNIFESP), 2016-11-30) Santos, Regina Suxo [UNIFESP]; Scarpi, Marinho Jorge [UNIFESP]; http://lattes.cnpq.br/4849663856118153; http://lattes.cnpq.br/9827574627286854; Universidade Federal de São Paulo (UNIFESP)This work was developed with the aim of materializing, in the form of a guide to good practices, more than 30 years of experience in civil service, in the position of Secretary of the Academic Department; following the constant changes in the course of the management, sometimes motivated by the high turnover in Executive Posts; the growth of the Institution and the management; now because of changes in the technological aspect and in the profile of the Executive Secretary. In order to verify and assess the importance that has been placed on the professional of the Executive Secretariat in successful organizations and in the civil service during this time, a comparative analysis was carried out between the roles determined and/or perceived by the professions authorized in the Edicts of the civil service examination for Executive Secretary and the known day-to-day needs of this professional in an academic department of Federal Institutions of Higher Education (IFES - Instituições Federais de Ensino Superior). A change in the development of the activities was observed, which demanded more of this kind of professional. Then in the companies they were seen with another profile, far from that of a mere executor of orders or tasks, and they were assigned the power to decide, to make commitments, to fulfill their role as the guardians of the company?s history in addition to the prediction of events inside the company. In the edicts for civil service examination it has become evident that the proper professional qualification for admission to the career is not required. As evidenced by the fact that not all those who are admitted to the Civil Service and hold position as Executive Secretary have professional qualification for this purpose, we decided to present this proposal for a Guide to Good Practices, focusing on the Executive Secretary of the Department of Ophthalmology and Visual Sciences of EPM ? UNIFESP. The work was started by situating the guide user in the main scenario for which it was developed, the Department of Ophthalmology and Visual Sciences of UNIFESP. Once the main scenario had been defined, then the other scenarios interrelated with this were investigated. Aiming to define the processes of the Executive Secretariat, the analysis of the interrelationship was elaborated: internal, interinstitutional and external. After the environments had been defined, we sought to identify needs and demands, from which the organizational charts of the main and supporting processes were elaborated. The processes proved to be quite coherent with their professional qualification, in view of their multiprofessional education that enables them to work in several areas of knowledge. A flow chart was exemplified in order to demonstrate uncomplicatedly the work being executed, which allows the verification of possible failures in the processes.

Essa necessidade primeiro nos levou ao Programa de Pós-Graduação em Educação da Unicamp e, durante uma disciplina, “Educação Superior e o Estudante Universitário”, nos descobrimos com o mesmo objeto de pesquisa, o apoio pedagógico, e com trajetórias semelhantes. Ambos pedagogos, servidores técnico-administrativos em educação de universidades federais que, ao se depararem com o exercício da profissão com alunos de graduação, em um serviço de apoio pedagógico, se viram sem respostas para a maioria das suas perguntas. E sem saber onde buscar essas respostas. O livro foi dividido em três partes, a primeira com três capítulos de fundamentação teórica sobre ensino superior, assistência e permanência estudantil e o desenvolvimento dos serviços de apoio aos estudantes, a segunda com relatos de experiências em serviços de apoio pedagógico no ensino superior, em especial em universidades federais e a terceira com três textos que complementam o livro proporcionado outras formas de reflexão sobre o assunto, além de ao final apresentarmos algumas considerações finais, sistematizando as informações trazidas em todo o livro.
