Methods: This is an observational, cross-sectional, population-based study. Forty-four elderly people diagnosed with diabetes mellitus were analyzed. Participants were divided into two groups: insulin dependent group (ID) and non-insulin dependent group (NID). Both groups underwent evaluation with a survey regarding demographic data, medications in use, diabetes diagnosis time and lifestyle. Translated and validated questionnaires were also used for the Brazilian population, being WHODAS 2.0 to measure life and participation activities, WHOQOL-Bref to assess the quality of life and elderly MOS-SSS for social participation. To perform the functional physical tests we used the TUG (Time up and go) which evaluates the mobility and functional balance and the TAF (Functional Range Test) in order to assess risk of falls, ending with the evaluation of the diabetic foot. The evaluations were carried out at the Morro Nova Cintra Basic Health Unit (UBS), Santos - SP during the monthly meetings on health education and distribution of inputs and with individual appointments. Results: In the physical evaluation of the Diabetic Foot, among the evaluated variables: the Improper Nail Clipping variable was associated with the classification in the groups (p = 0.033), and the ID group showed the highest frequency of improper clipping. In the MOSS questionnaire, the emotional support and information variables showed significant differences between the p-value groups 0.041 and 0.006 respectively. In the WHOQOL quality of life questionnaire, the domain variables showed no significant difference between the groups. For the TUG and TAF functional tests, the groups ID and NID did not present significant difference. Conclusion: when comparing both groups, it can be concluded that the R&D group presented better levels of functionality in relation to the NID group, inferring that Health Education actions are necessary and monitoring of the health team is a essential factor in the quality of life and functionality of the elderly insulin dependent.
