Resumo
Este trabalho tem como objetivo discutir como o desenvolvimento da Inteligência Artificial
(IA) fornece uma nova forma de projeção de poder dos Estados Unidos no plano
internacional. Teremos como balizas cronológicas o segundo mandato do governo Barack
Obama (2013-2017) e o governo de Donald Trump (2017-2020), pois neste período foi dada
maior relevância ao aprimoramento das tecnologias relativas a IA. Para realizar esta análise,
nos debruçaremos sobre documentos governamentais - dando prioridade aos provenientes do
Departamento de Defesa dos EUA, do National Science and Technology Council (NSTC) e do
Networking and Information Technology Research and Development Subcommittee (NITRD)
-visando compreender as estratégias e táticas definidas pelo governo estadunidense para
fomentar o desenvolvimento, a incorporação e os meios de utilização da IA. Tendo em vista
que abordaremos a tecnologia como um dos fatores para projeção externa, analisaremos
brevemente a evolução do paradigma da guerra (enfocando o modern warfare) como
referência historiográfica para fundamentar nosso raciocínio, pois os aspectos tecnológicos
foram e são fundamentais propulsores de mudanças dos meios de se fazer a guerra e,
consequentemente, de projetar-se internacionalmente.
The goal of this paper is to investigate how the development of Artificial Intelligence presents a new power projection arena for US power in the international scenario. Our chronological framework encompasses the second mandate of Barack Obama (2013-2017) government and the first one of Donald Trump (2017-2020), since this was the period in which the strengthening of IA technology gained a higher priority. In order to do this analysis, we will focus primarily on governmental documents- in particular the ones from the US Department of Defense, the National Science and Technology Council (NSTC) and the Networking and Information Technology Research and Development Subcommittee (NITRD)- in order to understand the tactics defined by the US government to increment the development, the incorporation and the means of AI. Since we will focus on technology as one of the components of external power projection, we will present a brief contextualization of the war paradigm (focusing on modern warfare) as a historical contextualization for our thoughts, since technology was, and still us, one of the major components of war means, and international projection.
