A economia circular na gestão de resíduos sólidos no município de Osasco-SP

Abstract

O presente trabalho tem como objetivo analisar o desenvolvimento da política pública recente, com foco na gestão dos resíduos sólidos conforme observado no município de Osasco, baseado na teoria de Economia Circular que tem como objetivo romper com o padrão linear de produção, a fim de possibilitar o crescimento econômico baseado na reutilização, reciclagem e recuperação energética. Este trabalho inicia-se com uma revisão bibliográfica da teoria, com objetivo de contextualizar o leitor no tema. Em seguida falaremos propriamente de Osasco e a Legislação, tanto Federal, quanto a que é promulgada e alinha os objetivos do município e como está sendo feita a gestão dos resíduos no município. E finalmente falamos dos resultados da gestão a partir da economia circular, discutindo se após a legislação recente, o município conseguiu avançar para o desenvolvimento econômico sustentável que tem como base a economia circular e dos resíduos sólidos.

The present work aims to analyze the development of recent public policy, focusing on the management of solid waste as observed in the municipality of Osasco, based on the theory of Circular Economy, which aims to break with the linear pattern of production, in order to enable economic growth based on reuse, recycling and energy recovery. This work begins with a bibliographic review of the theory, with the aim of contextualizing the reader in the theme. Then we will talk about Osasco itself and the Legislation, both Federal and the one that is enacted and aligns the objectives of the municipality and how waste management is being carried out in the municipality. And finally, we talk about the management results from the circular economy, discussing whether after the recent legislation, the municipality has managed to move towards sustainable economic development that is based on the circular economy and solid waste.
