Pesquisa bibliométrica sobre heritage assets na contabilidade pública

Este estudo tem o objetivo de avaliar as perspectivas de solução, nos próximos 10 anos, para o problema que envolve o tratamento contábil dos heritage assets, bens públicos tangíveis e intangíveis que possuem atributos históricos, artísticos, ambientais ou científicos, de importância singular para determinado povo ou sociedade. Apesar das normas internacionais preverem a possibilidade de reconhecimento de tais ativos nas demonstrações contábeis da Administração Pública, sua mensuração e valoração ainda constituem um desafio. Por meio de pesquisa bibliométrica, foram identificados 19 trabalhos sobre o tema registrados na base de dados do Portal de Periódicos da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES, no período de 2002 a 2021. A partir dos resultados obtidos, traçou-se um panorama atualizado sobre como tal questão vem sendo tratada em diversos países, mostrando que a discussão sobre heritage assets foi abordada pelos acadêmicos de forma recorrente no período estudado, com um maior número de artigos publicados no triênio 2019-2021. Os países europeus estão na vanguarda dos avanços sobre a questão, sendo que a Suíça e o Reino Unido respondem por 47% dos achados; em contrapartida, nas regiões que concentram países em desenvolvimento, ricas em patrimônio cultural, como África e América Latina (com exceção do Brasil), praticamente inexistem publicações sobre o tema. Renomados periódicos, como o Sustainability, da Suíça, e o Critical Perspectives on Accounting Journal, da Holanda, já trouxeram a questão dos heritage assets em suas páginas. A Universidade de Brasília se destaca entre as universidades e institutos cujos pesquisadores trabalham com o tema, mesmo com 70% dessas entidades sediadas na Europa. Os autores mais proeminentes sobre o assunto são os australianos Allan Douglas Barton e Garry D. Carnegie. A análise qualitativa dos achados permitiu concluir que o problema que envolve o tratamento contábil dos heritage assets é extremamente complexo e dificilmente será solucionado nos próximos 10 anos. Como sugestão para futuros estudos, recomenda-se replicar o presente levantamento em diferentes bases de dados, especificamente para aquelas regiões onde não foram identificadas publicações sobre o tema.
This study aims to evaluate the prospects for a solution, in the next 10 years, to the problem that involves the accounting treatment of heritage assets, tangible and intangible public goods that have historical, artistic, environmental or scientific attributes, of singular importance for a given people or society. Although international standards provide for the possibility of recognizing such assets in the Public Administration's financial statements, their measurement and valuation are still a challenge. Through bibliometric research, 19 works on the subject were identified, registered in the database of the Portal of Periodicals of the Coordination for the Improvement of Higher Education Personnel - CAPES, in the period from 2002 to 2021. an updated overview of how this issue has been addressed in several countries, showing that the discussion on heritage assets was addressed by academics on a recurring basis in the period studied, with a greater number of articles published in the triennium 2019- 2021. European countries are at the forefront of advances on the issue, with Switzerland and the United Kingdom accounting for 47% of the findings; on the other hand, in regions that concentrate developing countries, rich in cultural heritage, such as Africa and Latin America (with the exception of Brazil), there are practically no publications on the subject. Renowned journals, such as Sustainability, from Switzerland, and Critical Perspectives on Accounting Journal, from the Netherlands, have already brought up the issue of heritage assets in their pages. The University of Brasília stands out among the universities and institutes whose researchers work on the subject, even with 70% of these entities based in Europe. The most prominent authors on the subject are Australians Allan Douglas Barton and Garry D. Carnegie. The qualitative analysis of the findings allowed us to conclude that the problem involving the accounting treatment of heritage assets is extremely complex and will hardly be solved in the next 10 years. As a suggestion for future studies, it is recommended to replicate the present survey in different databases, specifically for those regions where no publications on the subject were identified.
