Realismo, liberalismo e a atuação da ONU na recente crise dos refugiados europeia (2015-2021)

Abstract

The main objective of this work is to understand the nature and relevance of the UN's action in solving the problem of the recent refugee crisis in Europe, in the light of two major theories of International Relations: realism and liberalism. For this, we sought to understand the main measures of UNHCR's participation in solving the refugee problem and analyze their real effects and results through news collected from the newspaper El País. There are two possible hypotheses for conclusion, the first being the confirmation of the international institutions as a mere instrument of power for the great powers, and the second is proof of their relevance as independent and collaborative in the maintenance of harmony and peace in the international system. The scientific methodology of this monographic work will employ secondary sources, an inductive approach and qualitative investigation of the data.

O presente trabalho tem como objetivo principal entender a natureza e relevância da atuação da ONU na resolução do problema da recente crise dos refugiados na Europa, à luz de duas grandes teorias das Relações Internacionais: o realismo e o liberalismo. Para isso, buscou-se compreender as principais medidas de participação do ACNUR na resolução do problema dos refugiados e analisar seus reais efeitos e resultados através de notícias coletadas do jornal El País. São duas as hipóteses possíveis de conclusão, sendo a primeira a confirmação das instituições internacionais como mero instrumento de poder das grandes potências, e a segunda a comprovação da relevância delas como independentes e colaboradoras para a manutenção da harmonia e paz no sistema internacional. A metodologia científica deste trabalho monográfico empregará fontes secundárias, abordagem indutiva e investigação qualitativa dos dados.
