A paz liberal: reflexões sobre a MINUSTAH

Abstract

A agenda de paz e segurança da ONU sofreu consideráveis modificações ao longo das últimas três décadas, grande parte em virtude das novas configurações dos polos de poder internacional –que alteraram as dinâmicas internas da instituição– e da emergência de conflitos desencadeadores de crises políticas, econômicas e humanitárias, desafiando os instrumentos de mediação até então utilizados. As operações de paz receberam novos papéis e contornos, exigindo uma reinterpretação de seus princípios fundamentais e evidenciando um novo modelo de intervenção pautado ideia de construção da paz (peacebuilding) a partir de múltiplas dimensões: militar, política, econômica e social. Esta pesquisa reflete que tipo de paz a ONU promove em suas operações a partir do referencial teórico da paz liberal de Richmond, o qual faz parte do campo da literatura crítica, trabalhada em uma das seções do artigo como base de discussão das dinâmicas entre centro e periferia para as duas outras seções, em que entendemos a brevemente a história do Haiti e o estabelecimento da MINUSTAH no país como solução do problema (problem-solving) em prol da consolidação da paz pelo desenvolvimento, democracia liberal e livre mercado. Na análise documental, expomos como a ONU e o CSNU implementam sua agenda da paz liberal a partir de resoluções e relatórios.

The peace and security UN’s agenda suffer huge modifications during the past three decades, as a special part from the new international power poles organization – that had been modifying internal dynamics of the institution – besides the conflicts emergences that causes politics, economics and humanitarian crisis, challenging instruments of mediation used so far. Peace Operations gained brand new actions and patterns, demanding a reinterpretation of fundamental principles, so as an interventional model based on peacebuilding idea, including multiple dimensions: military, politic, economic and social. This research reflects what kind of peace the UN promotes in its operations from the theoretical framework of Richmond's liberal peace, which is part of the field of critical literature, worked in one of the sections of the article as a basis for the discussion of the dynamics between center and periphery for the other two sections, in which we briefly understand the history of Haiti and the establishment of MINUSTAH in the country as a solution to the problem (problem-solving) in favor of the consolidation of peace through development, liberal democracy and free market. In the documentary analysis, we expose how the UN and UNSC implement their liberal peace agenda based on resolutions and reports.
