VCMH e os reajustes em planos de saúde coletivos

Abstract

O presente trabalho avalia dados mensais de variações percentuais acumuladas do índice VCMH (Variação do Custo Médico Hospitalar e Ambulatorial) diante de outros índices inflacionários nacionais relacionados à Saúde. Trata do ambiente econômico e regulatório da Saúde Suplementar. Realiza, através de análise de série temporal e testes estatísticos a comparação entre a VCMH e o INPC-IBGE Planos de Saúde – levantando questionamentos ao modelo atual de reajustes de planos de saúde coletivos e empresariais, sob bases atuarial, contábil, econômico e estatístico. Conclui, através das ferramentas estatísticas utilizadas, a falta de relação entre e evolução da VCMH e do INPC-IBGE Planos de Saúde – o que supõe a distinção entre métodos de avaliação de impactos econômicos no mesmo ambiente de avaliação de custos: saúde suplementar.

This academic paper evaluates monthly data of accumulated percentage variations of the VCMH index (Brazilian Medical Cost Variation) in face of other inflationary indices related to health. It deals with the economic and regulatory environment of national supplementary health. It performs, through time series analysis and statistical tests, the comparison between the VCMH and the INPC-IBGE for the Health Plans – raising questions about the current model of readjustments of collective and corporate health plans, under actuarial, accounting, economic and statistical bases. It concludes, through the statistical tools used, the lack of relationship between the evolution of the VCMH and the INPC-IBGE for the Health Plans – which presupposes the distinction between methods of evaluating economic impacts in the same cost assessment environment: supplementary health.
