O Gotejar dos Recursos Intergovernamentais no SUS: um estudo a partir da cidade de Itapevi entre 2013 e 2020

Abstract

O presente projeto de pesquisa analisa o gotejar dos recursos intergovernamentais no SUS, usando Itapevi como proxy para o período, entre 2013 a 2020, visando compreender como os recursos intergovernamentais chegam até o nível municipal. Pergunta-se: como ocorre o gotejar de orçamento para o SUS em nível subnacional? Ou seja, qual a relação pode ser estabelecida entre o recurso intergovernamental e o orçamento municipal destinados ao SUS?

The present research project analyzes the trickle of intergovernmental resources in the SUS, using Itapevi as a proxy for the period, between 2013 and 2020, aiming to understand how intergovernmental resources reach the municipal level. The question is: how does the budget trickle down to the SUS occur at the subnational level? That is, what relationship can be established between the intergovernmental resource and the municipal budget earmarked for the SUS?
