Resumo
Esta pesquisa se propõe a mergulhar no espaço urbano e em sua conformação
política, na tessitura do nó que se constitui através das dinâmicas desse território em
perene disputa, nos diferentes usos da cidade, com seus antagonismos e
atravessamentos, a partir da questão da vida nas ruas. Essa discussão se faz
pertinente considerando a secularidade desse fenômeno e sua intrínseca relação com
o contexto urbano, visto que desde a formação das primeiras cidades existem pessoas
fazendo das ruas espaço de moradia e sustento. Igualmente, desde seu surgimento,
a sociedade busca explicar esse fenômeno, construindo estratégias para seu
enfrentamento. Assim, o desenvolvimento dessa discussão se dá na perspectiva do
dilema existente no convívio entre a vida nas ruas e a vida nos domicílios, o espaço
privado de moradia. Esses modos de vida são conflitantes e diametralmente opostos
nas cidades e metrópoles na sociabilidade em que vivemos. A vida nas ruas é
determinada por múltiplos aspectos do trabalho e das condições econômicas, e é no
seio do modo de produção capitalista que esse fenômeno se radicaliza, carregado por
elementos de barbárie e miséria que se escancaram nas ruas da cidade, desafiando
seus habitantes a encarar a desigualdade social e a produção da pobreza, ocasionada
por esse sistema em seus cotidianos. Consequentemente, são geradas reações das
mais diversas, ideologicamente permeadas, que se manifestam nas expectativas em
relação à intervenção do poder executivo para com essa população. Um dos modos
de manifestação política dessa reação ganha materialidade nos dispositivos adotados
pela Câmara Municipal, que age como uma caixa de ressonância do grito de incômodo
da Cidade com essa situação. Com isso em mente, decidimos por essa proposta de
incursão analítica buscando, assim, analisar como se dão essas manifestações na
cidade e quais interpretações expressam sobre esse fenômeno. Para tanto,
analisaremos os requerimentos da Câmara Municipal dirigidos ao Poder Executivo
que tiveram por objeto a questão das pessoas que vivem nas ruas no ano de 2018,
na cidade de Santos, percebendo o modo com que essa questão é discutida e
abordada pelos vereadores. Realizaremos levantamento de material e estudo
bibliográfico, procurando delimitar as tendências de análise da vida nas ruas através
da metodologia de análise de conteúdo. Com o intuito de prover o entendimento
acerca das dinâmicas contraditórias que conformam a vida nas ruas no contexto
urbano, pretendemos contribuir fornecendo elementos analíticos aos diversos
trabalhadores implicados com o tema, às pessoas que vivem nas ruas e demais
interessados, através de informações e reflexões consistentes no âmbito desse
território, no qual se empreendem constantes disputas e lutas pelas condições de vida
e garantia de direitos daqueles que vivem nas ruas
This research proposes to dive into the urban space and its political conformation, in the weave of the knot that is constituted through the dynamics of this territory in perennial dispute, in the different uses of the city, with its antagonisms and crossings, from the matter of life in the streets. This discussion is pertinent considering the secularity of this phenomenon and its intrinsic relationship with the urban context. Since the formation of the first cities there are people making the streets a space for living and sustenance. Likewise, since its emergence, society has sought to explain this phenomenon, building strategies to face it. Thus, the development of this discussion takes place in the perspective of the existing dilemma in the coexistence between life on the streets and life at home, the private space of housing. These ways of life are conflicting and diametrically opposed in cities and metropolises in the sociability in which we live. Life on the streets is determined by multiple aspects of work and economic conditions, and it is within the capitalist mode of production that this phenomenon is radicalized, carried by elements of barbarism and misery that have opened up in the city streets, challenging its inhabitants to face social inequality and the production of poverty, caused by this system in their daily lives. Consequently, reactions are generated from the most diverse, ideologically permeated, which are manifested in expectations regarding the intervention of the executive power towards this population. One of the modes of political manifestation of this reaction gains materiality in the devices adopted by the City Council, which acts as a sounding board for the City's cry for discomfort with this situation. With that in mind, we decided on this analytical incursion proposal, thus seeking to analyze how these manifestations take place in the city and what interpretations they express about this phenomenon. To do so, we will analyze the requirements of the City Council addressed to the Executive Branch that had as their object the issue of people living on the streets in 2018, in the city of Santos, realizing the way in which this issue is discussed and addressed by the councilors. We will carry out a survey of material and bibliographic study, seeking to delimit the trends of analysis of life on the streets through the content analysis methodology. In order to provide an understanding of the contradictory dynamics that shape street life in the urban context, we intend to contribute by providing analytical elements to the various workers involved with the theme, people living on the streets and other stakeholders, through consistent information and reflections within that territory, in which constant disputes and struggles for living conditions and the guarantee of the rights of those living on the streets are undertaken
