A previdência social e a desigualdade: um estudo do regime próprio de previdência do estado de São Paulo

Abstract

Este trabalho visa expor a desigualdade presente na distribuição dos benefícios da previdência social no Brasil e, mais especificamente, no âmbito do regime próprio de previdência do estado de São Paulo. A revisão da literatura e da legislação pertinente assim como a apresentação de dados financeiros e estatísticos previamente organizados balizam a análise das disparidades presentes na previdência, revelando suas causas, desdobramentos e alternativas para a solução do problema. O estudo da história da seguridade social no Brasil e seu orçamento embasam a compreensão do problema e nos permitem a contestação do déficit alegado pelo governo. A análise do mercado de trabalho leva à identificação da dimensão estrutural da desigualdade na previdência. Por fim, os dados do regime geral de previdência e do regime próprio de previdência do estado de São Paulo, que tem como entidade gestora a SPPREV- São Paulo Previdência, apontam o papel da segmentação na distribuição desigual dos benefícios previdenciários, que por sua vez, contribui para a ampliação e perpetuação da desigualdade social no Brasil.

This paper aims to expose the inequality present in the distribution of social security benefits in Brazil and, more specifically, in the scope of the public employees’ retirement system of the state of São Paulo. The review of the literature and relevant legislation, as well as the presentation of previously organized financial and statistical data, guide the analysis of the disparities present in retirement system, revealing its causes, consequences and alternatives for solving the problem. The study of the history of social security in Brazil and its budget support the understanding of the problem and allow us to contest the deficit alleged by the government. The analysis of the labor market leads to the identification of the structural dimension of inequality in the retirement system. Finally, data from the general retirement system and the public employees’ retirement system of the state of São Paulo point to the role of segmentation in the unequal distribution of retirement benefits, which, in turn, contributes to the expansion and perpetuation of social inequality in Brazil.
