Resumo
Este trabalho discute a atuação de grandes empresas de tecnologia no Sistema Internacional e como se relacionam com os Estados e a sociedade civil global no mundo pós-Guerra Fria. A análise toma como objeto a atividade das multinacionais Microsoft, considerando as ações de seu cofundador, Bill Gates e a atuação da organização internacional Bill & Melinda Gates Foundation, e a Google, por meio de ações do seu ex-CEO, hoje em postos governamentais, Eric Schmidt. Tomando-as como atores internacionais não-estatais buscando impor uma agenda de interesses relacionada aos seus negócios. Em um cenário de crise global, tomando como campo a pandemia do COVID-19, discute-se o papel que as Big Techs assumiram de aliadas à remediação de uma urgência mundial, ao passo em que aceleram a implementação de um futuro tecnológico que já se mostrava uma tendência desde a ascensão dessas empresas.
This paper discusses the role of large technology companies in the International System and how they relate to States and global civil society in the post-Cold War world. The analysis takes as its object the activity of multinationals Microsoft, considering the actions of its co-founder, Bill Gates and the performance of the international organization Bill & Melinda Gates Foundation, and Google, through the actions of its former CEO, currently in government posts , Eric Schmidt. Taking them as international non-state actors seeking to impose an agenda of interests related to their businesses.
