É preciso regular a Inteligência Artificial?

Abstract

Considerada tão valiosa quanto a invenção da eletricidade, a criação de diferentes tipos de inteligência artificial já impacta a forma como é processada informações e como as pessoas se comunicam o que, no longo prazo, tende a transformar seriamente essas conexões humanas, nos seus diversos graus. Alguns exemplos desse impacto poderão ser observados: no mercado de trabalho, nas plataformas de redes sociais e na forma como as grandes empresas de tecnologia lidam com os dados disponibilizados pelos usuários, tornando-se um tópico rico para análise, seja por economistas, profissionais de tecnologia da informação ou outros. Esse trabalho procura revisar as opiniões de especialistas e revisar criticamente as abordagens regulatórias desenhadas, pelos países escolhidos para análise, para compreender se a inteligência artificial deveria ser regulada e ao fim, em caso positivo, declarar uma forma otimizada de realizar essa regulação, que seria composta de práticas que incentivam (ou não desincentivam) o desenvolvimento dessa nova tecnologia, para colher os benefícios, enquanto diminui os possíveis malefícios.

Considered as valuable as the invention of electricity, the creation of different types of artificial intelligence already impacts the way information is processed and how people communicate, which, in the long run, tends to severely transform those human connections, at their many different degrees. Some examples of this impact can be observed: in the job market, on social media platforms and in the way that large technology companies deal with data made available by users, making this a rich topic for analysis, whether for economists, technology specialists or others. This work seeks to review the opinions of experts and critically review the regulatory approaches designed, by the countries that were chosen for analysis, to understand whether an artificial intelligence should be regulated and, if so, to state in an optimized manner that this regulation could be carried out, which would be composed of practices that encourage (or do not discourage) the development of this new technology, to reap the benefits, while reducing possible harm.
