No Brasil, a integração da agricultura familiar (AF) no Programa Nacional de Alimentação Escolar (PNAE), aconteceu pela Lei nº 11.947 de 2009, que exige que, no mínimo 30%, dos recursos federais sejam destinados para a aquisição de alimento da AF Porém, mesmo após 10 anos da lei parte dos municípios brasileiros não consegue alcançar a porcentagem mínima. Assim, é importante compreender a partir dos atores envolvidos: nutricionistas, entidades executoras e agricultores familiares a dificuldades na aquisição de alimentos da AF para o PNAE. Objetivo: Analisar a inserção da agricultura familiar no Programa Nacional de Alimentação Escolar em municípios no estado de São Paulo a partir da visão dos agricultores, gestores e nutricionistas. Métodos: Trata-se de um estudo transversal, que utiliza métodos mistos, realizado em duas etapas. Inicialmente foram realizadas oficinas presenciais em três cidades do estado de São Paulo, onde foram convidados agricultores, gestores e nutricionistas da alimentação escolar da região. Nas oficinas foram construídos mapas cognitivos com termos centrais da discussão e que serviram de base para grupo focal. A segunda etapa foi enviada questionário online para os gestores da alimentação escolar de todos os municípios do estado de São Paulo, com questões referentes a aquisição de alimentos da AF. A análise das oficinas se deu através da análise de conteúdo temática com abordagem qualitativa e a dos questionários se deu pela análise descritiva dos dados. Resultados: As principais dificuldades encontradas para aquisição de alimentos da AF para o PNAE são: falta de comunicação entre os setores envolvidos na compra e a falta de assistência técnica para os produtores. A logística e qualidade dos alimentos foram apontados como positiva e e negativa para os atores, relatando que a proximidade da agricultura familiar com as escolas reduz o deslocamento, porém a falta de comunicação e melhores condições de transporte são intervenientes. Os produtores ainda relataram passar por dificuldade na produção por implicações climáticas, demonstrando que nem sempre a chamada considera a sazonalidade e/ou substituição dos gêneros alimentícios. No questionário , menos da metade dos municípios (40,93%), declarou ter acesso ao mapeamento de produção local, portanto a falta de conhecimento pode estar afetando a oferta de uma maior variedade Conclusão: o estudo trouxe atenção aos diferentes desafios para o bom desenvolvimento da política nas diferentes regiões, mesmo dentro do mesmo estado, partindo do pressuposto que seria importante analisar não só as dificuldades gerais, mas também as regionais, trazendo equidade para resolução dessas dificuldades.

It is descriptive analytical, organized in a qualitative way, from documentary analysis. The sources of data collected refer to national guidance in the area of early childhood education. The paper presents three steps: search for available official documents and legislation that deals with the history of early childhood educations, with emphasis on the period 1988 to 2009; selection of official documents for the main orientation to the development of pedagogical work, highlighting the theme of the evaluation of early childhood education, and, finally, analysis of the selected documents. To this end, the main source for data analysis was the site of the Ministry of Education and Culture, it is possible to identify the conceptions of assessment in early childhood education, noting the concepts of quality in education and curriculum guide documents. It was used as the theoretical references of authors who discuss the concept of quality, curriculum and assessment in early childhood education in national policy documents of the period analyzes are complemented with different focuses and are related to the contexts of their production. A first concept relates more to the overall assessment of the child with focus on monitoring their educational process, with no intention of promoting and second, taking care of that first, it focuses more on promoting environments of the child‟s development and learning. Such considerations may contribute to the reflection on teacher training in early childhood education in initial and continuing education.
- ItemSomente MetadadadosO comportamento suicida em Assis/SP: análise epidemiológica e qualitativa(Universidade Federal de São Paulo (UNIFESP), 2020-12-18) Silva, Daniel Augusto da [UNIFESP]; Marcolan, Joao Fernando [UNIFESP]; Universidade Federal de São PauloIntroduction: It is estimated that one person every 38 seconds dies by suicide worldwide. Objective: To analyze the epidemiological profile of suicidal behavior in the city of Assis / SP. Methods: Exploratory-descriptive, quantitative and qualitative research, statistical analysis for quantitative data and theoretical framework for content analysis for qualitative data. Data collection carried out between December 2017 and November 2019, with 113 participants who attempted suicide and who were attending the Emergency Care Unit in Assis / SP. An interview was conducted using a semi-structured questionnaire prepared by the authors, recorded on audio, and application of the Beck Depression Inventory. Variables analyzed were sex, age, marital status, sexual orientation, color / race, having children, education level, previous diagnosis for depression / other mental disorder Project approved by the Research Ethics Committee of the Federal University of São Paulo. Results: Among the 113 (100.0%) participants, 86 (76.1%) were female; age varied between 14 and 65 years, with an average of 32.4 years; Most self-declared to be heterosexual, white, single and married / in a stable relationship, without children, with complete high school education, with a previous diagnosis of mental disorder mostly mood disorder, not using drugs. Traumatic events were associated with suicidal behavior by 100 (88.5%) participants, plus incidents of unemployment and financial problems, physical violence and bullying. Most denied a history of suicidal behavior in family members and close people. Place of occurrence of attempted suicide was personal residence for 87 (77.0%) participants; 24 (21.2%) participants affirmed suicide planning, 80 (70.8%) had a personal history of previous suicide attempt, exogenous self-poisoning was the method most used in suicide attempts (73.3%); most decided to attempt suicide due to depressive symptoms and problems in affective relationships, did not give warnings or information about what they would do; half of the participants had no future plan for attempting suicide. Protection factors related to the family model and social / cultural factors. According to the Beck Depression Inventory, 91 (80,5%) presented depressive symptoms, of which 59 (62.1%) participants had no previous diagnosis of depression, 7 (11.9%) were scored for dysphoria and 48 (81.4%) for depression; of the 36 (37.9%) who stated previous diagnosis for depression, 1 (2.8%) was scored for mild depression, 7 (19.4%) for moderate depression and 28 (77.8%) for severe depression. Conclusion: Sociodemographic characteristics related to suicidal behavior in Assis / SP correspond to the national and global reality, with most suicide attempts made by women, at a young age. Qualitative analysis leads to the conclusion that there is an association between family relationships, a history of traumatic experiences and suicidal behavior. Depressive symptoms and problems in affective relationships were the biggest reasons for men and women to attempt suicide.
- ItemSomente MetadadadosConselhos Tutelares E Articulação Política(Universidade Federal de São Paulo (UNIFESP), 2017-12-11) Angulo, Kathleen Ferreira [UNIFESP]; Vazquez, Daniel Arias [UNIFESP]; Universidade Federal de São Paulo (UNIFESP)The creation of the Child Care Councils in Brazil was established in 1990 along with the Child and Adolescent Statute (ECA). Capturing the promises of redemocratization, social participation and the demand for rights, the Councils were thought and designed as community bodies with representatives elected from time to time, being responsible for assignments ranging from the care of children and adolescents violated in their rights to the search for the prevention of violation, such as advising the local government in the development of the budget proposal for plans and programs related to the rights of children and adolescents. The literature on the subject is produced within several areas of knowledge - with a predominance of the health area - and little worked by the Social Sciences, especially regarding the relation of the Child Care Councils with the public policies. In general, the researches highlight the importance of this instrument for guaranteeing the rights of children and youth, but note that: i. the Child Care Councils do not have adequate infrastructure for the execution of the work, whether it is related to the places of care or related to the poor formation of the counselors and their low remuneration; ii. the Child Care Councils do not have their role understood neither by society nor by the public sector, which creates a series of constraints and difficulties to the daily work; iii. the Child Care Councils have distanced themselves from the ECA proposal, since they still reproduce the "minorist" ideology and have approached the Judiciary to the detriment of the rapprochement with local communities and social movements. In order to understand the role of the Child Care Councils in the elaboration of public policies and the factors for a Council to act for this purpose, this study studied five Child Care Councils of the city of Guarulhos (SP) during the year 2017. The results point that, given the fragility of the relationship with the channels of the municipal service network, the lack of training that the counselors receive, and the poor regulation of public policy for children and adolescents, counselors carry out their work by mobilizing their personal repertoires, giving space to a unadjusted and with a high degree of discretion. To reach the results, the research was based on semi-structured interviews, which made possible the analysis of the social networks (ARS) of the counselors.

The Public education policy is a social right whose objective is the promotion of human and socioeconomic development. The government promotes the implementation of public policy through the approval of laws that delimit the performance of each federative entity and direct the application of resources In this study, the importance of the municipal legislative power in the cycle of public policies is questioned, knowing that they come from laws, submitted to the approval of the parliament before the implementation of them. The analysis considered the bills filed in the City Council of Guarulhos between 2009 and 2016, which were sent to study and deliberation of the Standing Committee on Education of the legislative house. The study pointed to the role of municipal executive power in the elaboration of norms, while the Legislative power presented itself as an adjunct in the decision-making process of public education policies. This result is influenced by the legal and fiscal constraints that delimit the performance of each power within the spatial division determined by Brazilian federalism.

The food offered at school benefits all students in public schools. One of the guidelines of the program is to meet the school’s right to food, thus ensuring food and nutrition security (FNS). The new coronavirus pandemic has highlighted the potential and weaknesses of the policy when considering the delivery of FNS. Therefore, studies are needed to assess the PNAE associated with food (in)security. Objective: To assess the contribution of the National School Feeding Program to food and nutrition security. Methods: This is a cross-sectional, school-based study that investigated households with children and adolescents living in the cities of the Baixada Santista. Data collection using questionnaires were administered to parents/guardians and elementary students. Food and nutrition (in)security was measured using the Escala Brasileira de Insegurança Alimentar (EBIA, Brazilian Food Insecurity Scale). The students and parents/guardians were asked about the frequency of consumption of school meals, consumption food markers and eating behavior. The Chi-Square test was used to assess the difference between the study variables and the level of insecurity or consumption frequency of school meals. Multinomial regression was used to assess the association between food (in)security and the consumption frequency of school meals. Univariate and multiple Poisson regression models were used to assess the association between the food consumption markers and the consumption frequency of school meals, adjusted by the level of food (in)security and sociodemographic variables. We carried out an analysis of the contribution of PNAE to fight hunger and food insecurity after face-to-face classes across the country were suspended as of March 2020. Results: A total of 1,705 students from eighteen schools in nine municipalities of the Baixada Santista participated in the study. Most students (54.2%)2 regularly consume school meals (3 to 5 times a week) and 37.9% of students reported consuming school meals daily. Most students (56.5%) had some degree of food insecurity, of which 42.7% was mild, followed by moderate (8.3%) and severe (5.5%) food insecurity. Students living in homes with moderate or severe insecurity were more likely to consume school meals 3 to 5 times a week. The variables that influenced the regular consumption of school meals were as follows: a woman as head of the family, 2 or more children and adolescents at home, belonging to the social class strata D-E, receiving the Bolsa Família Program, being black/brown, unemployed, and not having piped water access. As for the food consumption markers, fruit consumption was more frequently reported by schoolchildren in food security, while meat, eggs and vegetables were more frequently reported by students experiencing food insecurity. All unhealthy food consumption markers, except for hamburgers and highly processed food, were most frequently reported by students experiencing food insecurity. Considering the importance of ensuring the FNS in view of the COVID-19 pandemic, some strategies are proposed for the PNAE during class suspension: distribution of kits or meals to schoolchildren, maintaining the universal nature of the policy or aid to students from families eligible to receive emergency relief aid; increasing the amount transferred by the PNAE to municipalities with low and exceptionally low Human Development Index (HDI); maintaining and encouraging the purchase of food from family farming. Final considerations: The PNAE has contributed to FNS and the consumption of healthy eating markers, reinforcing its importance as one of the largest Brazilian social policies. Despite its contribution, the PNAE alone cannot meet the complexity of FNS as it must operate in conjunction with other public policies. Maintaining universality is fundamental for the PNAE to further contribute to FNS and schoolchildren's food. However, the has pandemic evidenced the need to expand actions for equity in the program, especially for schoolchildren who are experiencing food insecurity.

A partir das inserções em atividades do estágio intitulado “Psicologia e Políticas Públicas: olhares a partir da proteção básica para a rede socioassistencial no território das palafitas”, pretende-se refletir sobre a implicação da psicologia inserida nas políticas públicas em território periférico tendo como objeto de estudo a vivência da autora durante o processo formativo interdisciplinar. O trabalho tem como base a análise reflexiva de materiais como: diários de experiência do estágio, leituras bibliográficas e vivências acadêmicas acerca dos temas da questão social no brasil e suas implicações diante das políticas públicas de proteção social. Para tal, o trabalho apresenta o histórico das políticas sociais no Brasil, a origem da atuação da psicologia no campo das políticas públicas e a trajetória de formação da autora ao longo de seis anos da graduação. Nesse período, pode-se considerar que a autora vivenciou um intenso processo de formação pessoal em direção a produção de um saber-fazer em psicologia que esteja comprometido com a transformação social.

Servers That Attend At The Tip Of The System Have The Power To Choose How, When And Where Articles, Paragraphs And Legal Decrees Will Work. That Is, Both In The Public Health System And In What Regulates The Socio-Educational Attendance For Adolescents In Conflict With The Law, It Is Necessary To Act The Servants Who Work In These Areas So That The Laws Leave The Paper And Reach The People Who Are Taken Care Of.
- ItemAcesso aberto (Open Access)A expansão da graduação na Universidade Federal de São Paulo no período de 2003 a 2012(Universidade Federal de São Paulo, 2017) Rossetto, Maria Bernadete de Noronha Dantas [UNIFESP]; Batista, Nildo Alves [UNIFESP]; Goldenberg, Paulete [UNIFESP]; http://lattes.cnpq.br/9347541615414055; http://lattes.cnpq.br/5553191169100990; Universidade Federal de São Paulo (UNIFESP)The expansion of the Federal Institutions of Higher Education (Instituições Federais de Ensino Superior – IFES) in Brazil was an important process for higher education in the country, especially in the last two decades, and counted on the Program for the Expansion of Brazilian Universities (Programa de Expansão das Universidades Brasileiras) and the Program for Support to Restructuring Plans and Expansion of Federal Universities (Programa de Apoio a Planos de Reestruturação e Expansão das Universidades Federais – REUNI). The Federal University of São Paulo (Universidade Federal de São Paulo – UNIFESP) has followed this national process, with specificities and great transformation. This research aimed to analyze the process of graduation expansion in the institution, between 2003 and 2012. Its description was made from its adhesion to the national process until the end of the REUNI program, as well as its analysis in relation to the national expansion of the IFES in the period. It was decided to carry out a case study, with a descriptive-analytical methodology and documentary analysis. The collected data were analyzed through the technique of content analysis and thematic modality. The analysis, properly speaking, came about through in-depth reading of the documents and identification of 132 Contextual Units (UC). 341 Registration Units (UR) were identified of the UC, from which emerged categories and subcategories. The documents included in this research were official publications (12 documents), legislations (4), institution’s management publications and Meeting Minutes of the University Council of UNIFESP, between 2003 and 2012 (141). The documents showed that the general panorama of higher education, in the first phase of the expansion (2003 to 2007) was a crisis in Brazil's higher education and pointed to the recognition of the strategic role of public higher education and the need for a reform of higher education. In the period between 2008 and 2012, the documents reinforced the panorama already outlined, the need to articulate the axes of expansion and the more precise definition of goals. There was an overall growth of IFES in the expansion process as a whole (first phase and REUNI program) of 106% in the number of campuses (from 148 to 305) and 125% in the number of courses (from 2078 to 4,672). The process of graduation expansion at UNIFESP started, effectively, in 2004. From the quantitative data of the analyzed documents, it was observed that the percentage increase of 500% in the number of campuses, 834% in the number of places for admission and 980% in the number of courses. In addition to this quantitative increase, UNIFESP also diversified its area of activity with the inclusion of human, social, applied and exact science courses. The expansion process at the Federal University of São Paulo, between 2003 and 2012, can be considered as unique among the IFES in Brazil, in relation to what happened in the federal public higher education in the country. Its uniqueness is due both to the transformative potential of this expansion and to the growth in the number of campuses, undergraduate courses and enrollments, in relation to national parameters. We observed the transformative character that the expansion brought to UNIFESP, which, from a university in the area of health, became a full university.

Among the types of agreements, we have the Decentralized Execution Term that regulates the resourses transfers between organs of the Federal Direct and Indirect Public Administration to achieve the object provided for the work program. The objective of this dissertation was to investigate the trajectory, in the execution phase of Decentralized Execution Terms, which involves research in the Health area, celebrated from 2012 to 2017 between the Federal University of São Paulo and the Ministry of Health, through the National Health Funds. The methodology used in this research was the Documentary Research, with a qualitative approach. The study was approved by the Ethics Committee under number 8376091017. All 18 agreements of the selected population had its term extended, as they could not be executed within the deadline defined in the Work Plan. The main occurrences refer to the delay in the resourses decentralization by the National Health Fund, bureaucracy in the equipment acquisition and contracting third party services, poor planning, changes in the nature of resource expenses, discontinuity of equipment models, currency devaluation, among others. About 5% of the total amount granted for the execution of these agreements was returned to the National Health Fund, nothing that 02 agreements returned funds in their entirety. Regarding the distribution of resources among the nature of expenses, the “Third Party Services” nature concentrated 90% of the granted resources, the Unifesp Support Foundation (FAP) was hired to manage most of these resources. The agreement execution is influenced by external factors, such as political crisis, product discontinuity, which are beyond the reach of managers, but, the agreement execution is also influenced by internal factors, which can and should be addressed, through mitigation risks, with the elaboration of more detailed, consistent and realistic planning, training and empowerment of agreement people envolved and material support preparation.
- ItemAcesso aberto (Open Access)Formação em saúde para o trabalho em equipe: a educação interprofissional no âmbito do Programa Nacional de Reorientação da Formação Profissional em Saúde (Pró-Saúde) e Programa de Educação pelo Trabalho para Saúde (PET-Saúde)(Universidade Federal de São Paulo (UNIFESP), 2019-05-23) Medeiros, Nara Maria Holanda de [UNIFESP]; Rossit, Rosana Aparecida Salvador [UNIFESP]; http://lattes.cnpq.br/3333865775403342; http://lattes.cnpq.br/7622095686832163; Universidade Federal de São Paulo (UNIFESP)Esta pesquisa trata-se de cinco pesquisas que constituem o Estudo de Caso Avaliativo, exploratório e descritivo com abordagem qualitativa e quantitativa, cujos os objetivos foram avaliar o Programa Nacional de Reorientação da Formação Profissional em Saúde (Pró-Saúde) e o Programa de Educação pelo Trabalho para Saúde (PET-Saúde) nas perspectivas da Educação Interprofissional (EIP), da Prática Colaborativa (PC) e do Trabalho em Equipe Interprofissional (TEI), nas dimensões, do ensino, aprendizagem e avaliação das Instituições de Ensino Superior (IES) de São Paulo; construir, validar e aplicar instrumentos de avaliação; avaliar concepções, propostas e métodos de ensino/aprendizagem/avaliação por meio de análise documental e avaliar a relação de ensino/aprendizagem/avaliação nos Programas a partir da concepção dos ex-discentes. Os meios de investigação foram realizados mediante a realização de cinco pesquisas, Construção e Validação da Matriz de Análise com Termos Rastreadores; Pesquisa Documental; Construção e Validação da Escala Atitudinal de Avaliação da Interprofissionalidade, na perspectiva da EIP, PC e do TEI; Avaliação da Concepção dos Ex-Discentes dos Programas, no tocante à relação de ensino/aprendizagem/avaliação e o Estudo de Caso Avaliativo, de avaliação dos Programas, considerando os resultados dos cinco estudos. A Matriz de Análise com Termos Rastreadores foi validada para aplicação e análise dos Projetos das IES e possibilita sua utilização para análise de outras propostas de Reorientação da Formação relacionadas com a EIP, PC e TEI, no âmbito da Formação e de outras instâncias. Foi criado um novo percurso metodológico para Pesquisa Documental, uma adaptação do percurso metodológico de Bohomol (2013), apresentado como manual claro para realização de outras pesquisas desta natureza. A partir da Pesquisa Documental verificou-se que os cinco Projetos das IES apresentaram 1.572 núcleos de significados a partir de 122 Termos Rastreadores, evidenciando que todas as IES apresentaram arcabouço teórico/metodológico e mecanismos determinantes para compreensão e implementação da EIP, PC e do TEI. A Escala Atitudinal de Avaliação da Interprofissionalidade obteve ótima validação de conteúdo, com perda de quatro asserções num total de 30 (13,13%), enquanto a literatura considera aceitável perda de até 40% (até 12 asserções). A validação de confiabilidade foi de 0,96, denotando ótima consistência estatística ao instrumento aplicado. Essa Escala é pioneira no país, construída segundo evidências científicas do contexto das práticas nacionais de Atenção Primária à Saúde, nas perspectivas da EIP, PC e do TEI. A Pesquisa de Avaliação da Concepção Discente revelou que os Programas são terrenos férteis para o desenvolvimento de competências (colaborativas, complementares e comuns) para a EIP, as PC e o TEI através do reconhecimento das mesmas, dos princípios, conceitos, pressupostos e de ações conjuntas consistentes. A pesquisa Estudo de Caso Avaliativo evidenciou coerência entre as propostas do Ministério da Saúde e da Educação com as das IES e que impactaram positivamente no desenvolvimento das ações de saúde, conclusivo de que os Programas das cinco IES construíram suas identidades e implementaram as ações fundamentados na EIP, PC e no TEI, viabilizando reformas curriculares, fortalecendo a integração ensino-serviço; consolidando inovações dos métodos de ensino/aprendizagem/avaliação e agregando saberes e competências entre os profissionais e discentes.

The Bus Lane Policy Combined With The Reduction Of The Speed Limit Results In A Variation From - 2.91% To 0% In The Average Speed. Besides that, the Network underwent a renovation in 2008, when there was established the Federal Institutes of Education, Science and Technology (IFs). The IFs offer superior, basic and vocational education, thus contributing to the efforts of the Ministry of Education (MEC) for the expansion and democratization of access to higher education in Brazil, especially regarding the graduation, because at least 20 percent of courses from this academic degree are guaranteed. In 2012, within this period of expansion, it was created the São José dos Campos Campus of the Federal Institute of São Paulo (IFSP), which by 2015 offered in subsequent mode and concurrent to high school technical courses of Industrial, Electrical and Mechanical Automation. And that, from 2016, began offering the Graduation courses in Chemistry and Mathematics (IFSP-SJC, 2016). From the context presented above, this paper discussed the implementation of graduation courses on campus, using institutional documents and questionnaires to present the main obstacles found in the first year of the courses. The obstacles found can be divided into internal and external factors, with emphasis on the internal factors of the course schedule and the lack of a leveling of the students in the specific disciplines, while the external factors include the social devaluation of the teaching career and the low salaries paid in the profession.

In Brazil, the Ministries of Health and Education have been promoting public policies to address this gap and some Brazilian municipalities have strategically taken over the responsibility to organize and offer of places of medical residency in MFC. This study aims to describe and analyze the experience of implantation of the Medical Residency Program in Family and Community Medicine (PRMMFC) linked to the municipal administration of the Unified Health System (SUS) in the municipality of São Bernardo do Campo (SBC), highlighting the strategies adopted to attract and retain medical residents between 2013 to 2017. For that matter a qualitative applied research in the form of a case study was carried out. Public documents from local SUS management were used as source of information and evidence, as well as semi-structured interviews that were perfomed with key informants, including municipal SUS managers, residents, preceptors and coordinator. The data analysis was performed using the technique of Content Analysis and the theoretical framework of the Policy Cycle Approach. It was observed that the process of implantation of the PRMMFC within the SUS of SBC adopted strategies to attract residents that considered the dynamics of the labor market and used local processes of structuring and qualification of SUS. Investment in the training of preceptors; support for the role of residents and preceptors in the work process; offer of practice scenarios in a diversified service network and the actors commitment with the construction of the local SUS were identified as strategic elements for attraction and retention of medical residents. The adoption of a supplemental amount to the regular medical residency wages, which was enacted through a municipal law, appears to have been a fundamental element to attract and retain medical residents. The role of the program coordination in the implementation of program was highlighted, which points to the need for national studies on the role of supervision /director. As limitations of the implantation of the PRMMFC were mentioned: the low adherence of preceptors of other levels of the health care network under municipal SUS administration, the internal disagreements among managers about the concept of health care network and the failure to monitor and assess pedagogical processes pela Comissão de Residência Médica.

It allocates monetary resources to Brazilian families in situations of poverty and extreme poverty and provides for intersectoral actions that must be agreed upon by municipal health, education and social assistance administrations. The integration of policies in favor of the Brazilian Cash Transfer Program is hardly known. Objective: To identify and analyze the intersectoral actions agreed upon by the health, education and social assistance sectors within the scope of the Brazilian Cash Transfer Program, in Morros de Santos, São Paulo, Brazil, recognizing their limits and potential, to subsidize interventions to improve this policy public. Methods: This is a cross-sectional research, with a quantitative and qualitative approach, developed in the region of Morros de Santos, SP, Brazil, between the years 2016 and 2017. Pregnant women, mothers and / or guardians of title and non the Brazilian Cash Transfer Program holders (n=380), in a representative sample of the Morros population; local managers and / or professionals from the health, education and social assistance services (n=14); and the central managers of the three sectors responsible for the operationalization of the Program (n=3). Seven similar scripts, adapted to the particularities of each group, were used to conduct the interviews. Quantitative data were analyzed using descriptive statistics, Chi Square or Fisher's exact test and multiple correspondence analysis. Content analysis was used for qualitative data. The study was approved by the Ethics Committee from Universidade Federal de São Paulo. Results: It was identified greater access of the Brazilian Cash Transfer Program families to health services, due to the conditionalities of the Program. In general, the inclusion or not in the Brazilian Cash Transfer Program affected 31% of the variability in the pattern of access to services. As for intersectoral actions, access between the Brazilian Cash Transfer Program holders and non-holders is low. It was found that the intersectoral actions were punctual, episodic and discontinuous, therefore, the intersectoriality does not seem to be a structuring principle of the Brazilian Cash Transfer Program actions at the study site. Even so, the interviewees recognized that the network of health, education and social assistance services available has the potential to11 redirect their practices regarding intersectorality. According to the review of the scientific literature, published between 2003 and 2020, there was a relationship with the Brazilian Cash Transfer Program with the reduction of child reduction and the increase of access to Primary Health Care services; expanding access to food, including in natura; increased school attendance and reduced dropout in basic education. Conclusion: The Bolsa Família Program has an important role in reducing inequities; however, the limited operationalization of intersectoriality, among other factors, may restrict the interruption of the cycle of intergenerational transmission of poverty.

First, we look for some theoretical interpretation lines for the cause of unemployment, so that it was possible to understand the origins of the Public Employment System from the creation of the ILO and how it unfolds in Brazil, after analyzing the expansion and regulation of the Brazilian labor market. between 2003 and 2014, in order to understand the institutional changes that occurred in labor relations to try to understand if the improvements of this period are only a by-product of economic growth or the institutional design has also changed pointing to a possible qualitative change in the labor market.

Trata-se de uma pesquisa qualitativa, exploratória e descritiva que busca conhecer a experiência de quatro pessoas com deficiência da Baixada San- tista que participaram de movimentos por direitos deste segmento da população. Foi adotada a metodologia de História Oral Temática que se apoia nos conceitos de experiência e narrativa em que o entrevistado é um colaborador. As narrativas dessas quatro mulheres ilustram uma geração que participou ativamente de um tempo histórico em que se experimentou no país, sobretudo após a Constituição Federal de 1988, um paradigma de direitos em oposição a um paradigma assistencialista e caritativo em relação às PCD. Trata-se de mulheres que conquista- ram autonomia pelo estudo, pelo trabalho como funcionárias públicas, constituíram família e exerceram a maternidade. Embora reconheçam um avanço na conquista de direitos, relatam incertezas quanto ao futuro do movimento das PCD que carece de novas lideranças e corre o risco de perder conquistas com o avanço das políticas neoliberais no país.

- ItemSomente MetadadadosPolítica Baseada Em Evidências(Universidade Federal de São Paulo (UNIFESP), 2017-05-23) Simoyama, Felipe De Oliveira [UNIFESP]; Bueno, Ricardo Luiz Pereira [UNIFESP]; Universidade Federal de São Paulo (UNIFESP)A large number of studies have been published on the so-called evidence-based policy (EBP), however, some significant gaps remain open in the area, such as: who should be responsible for research integrity, how to assess the quality of evidence, and how should decisions be made. Moreover, in spite of the large number of recommendations for EBP implementation, it lacks empirical evidence to validate these arguments, i.e. a demonstration that policies, as currently formulated, do not work. Also, despite such recommendations, it is not known whether, in fact, evidences are not used by policymakers. This research presents three essays on EBP with the main objective of filling some of the gaps noticed in literature, and also contributing to the advancement of EBP by setting forth its importance in different aspects of public policy. The first essay is a systematic literature review based on the PRISMA protocol, it focuses on conceptual studies and includes the most used methods and the main barriers faced by EBP. The second essay presents an analysis of a set of systematic reviews of public policies carried out by Campbell Collaboration over a period of five years, with the main objective of verifying the effectiveness of public policies in several areas. Results indicate that less than half of public policies work, and it demonstrates the importance of the use of evidence in public policies, especially in the formulation and evaluation stages. The third essay is an analysis of public policies of Brazilian municipal capitals, amounting to 180 documents. Its main objective was to verify the rate of use of evidence in public policies in these cities. Results indicate that evidences do not play an important role in the process of policy formulation in the main Brazilian cities, not even those considered of less scientific value. Essentially, this study presents several opportunities for the advancement of EBP both practically and theoretically, by pointing out its importance for the improvement of public policy process, especially when confronted with the failures noted in the method currently used by policy formulators.
