For that, we will analyze the varied meanings of historically constructed youth and how it will support the elaboration of public policies in this field especially between the years 2003 and 2013, between the Lula and Dilma governments. In this sense, it is necessary to recover the way in which education and youth work policies address the problems of the world of work and how they are aligned with the demands of youths as priorities. We will rescue the historical background of Ongs and in what contexts it emerges in Brazil, becoming confused with the notion about the Third Sector that was widely diffused in the early 1990s. Subsequently, we will make the presentation on the Work Preparation Program highlighting the methodological path that guides its guidelines, entitled Project of Life, addressing how it contributes so that the young people can make safer choices during the training process. The analysis will depend on the problematization of the world of work and the sense in developing skills and competences and how this intention corresponds to an increasing demand of the society of the work through a model of capitalist production and of flexible accumulation.

For that it was necessary to understand what the ideological patterns informed their actions and the contexts of conflicts between them and white and poor populations. By examining these experiences, it was possible to understand that the years of the First Republic in São Paulo were related to a process of official construction of a Paulista identity based on the white presence in the city. And that this process, besides constantly reformulating during the republican years, inherited ideological patterns informed by the years of the slave institution's disorganization.
